The objective is to draw up a Feasibility study for founding the ICT centre planned for St Petersburg and thereby to create the prerequisites for the start of the centres actual operation. The main objective can be divided into the following sub-objectives:-To determine the various parties needs and objectives relating to the operation-To define the centres operational objectives and results-To plan the tasks and operation of the ICT centres various sectors and to plan the resources and organisation-To obtain the commitment of all the parties to the project, and to form a task-specific implementing consortium-To plan the ICT centres physical surroundings (in the premises of an existing technology centre/university or similar body)-To plan the ICT centres international operating model-To determine the ICT centres foundation costs and need for funding-To arrange funding for the new centreThe project will be implemented as part of an entity in which, in accordance with the project plan, on the Russian side phases I and II will be implemented using Tacis Bistro funding and phases III - VI with Tacis CBC SPF funding.
