ngOer - Open education capacity-building for Belgian NGOs (Améliorer la capacité des ONGs belges à travers les ressources éducatives libres)

Open Educational Resources have been highly ranked on the European political agenda since the release of the 2013 Commission's Communication on “Opening Up Education”. Education and training pathways have never been so flexible and new information and communication technologies truly give a new meaning and impulse to lifelong learning through thousands of new opportunities to gain and share knowledge. This also means of course a new dimension to adult education as OERs support continuous innovation in the non-formal adult education sector. International non-governmental organisations in the field of education and training are in the front line to follow up on EU policy developments related to digital learning and on their implementation in Member States to defend and promote a wide access to quality open educational resources. In that sense, international NGOs' staff members should also be among the lifelong learners benefiting from this new paradigm shift in the world of education. Experts in adult education and OER believe that intrinsic motivation based on individual needs and expectations is the best driver for successful and sustainable learning. In that sense, European NGOs staff also crucially need to experience by themselves the potential of e-learning to genuinely understand and promote its benefits. As much as EUCIS-LLL staff members are aware of this potential, they have never experienced it personnally. To this purpose, this KA1 action would be aimed at sending EUCIS-LLL staff members abroad to participate in one conference in Grèce (to identify and meet experts) and one training in Croatia (for a more hands-on and in-depth approach) on how to exploit effective e-learning tools to improve their work methods and motivation but also discover a wide range of IT tools (webinars, cloud technologies, podcasts, etc.) to improve the daily functioning of their structure. Indeed, digital literacy belongs to the 2006 European Key Competences Framework and also implies for international NGOs staff such as EUCIS-LLL to be able to use those tools to educate and train themselves in order to update their knowledge and skills but also for their personal development. Learning to learn, another European Key Competence, is also an essential asset to acquire and develop for international NGOs' staff; open educational resources give this competence a new definition by enriching their learning opportunities to access, gain, process and assimilate information on latest education developments and to make a better work. Besides, the ""learning to learn"" competence also involves skills enabling individuals to work collaboratively and share what they have learnt. International NGOs such as EUCIS-LLL are usually characterised by small decisional and management entities as well as an important network of member organisations based in various Member States including Belgium. Theory and practice in adult education show that the development of European “Train the trainer” modules to improve the competences for digitally supported learning would be of high added value. In this line, the participation of EUCIS-LLL in e-learning would entail a great multiplier effect for its whole network across Europe, as EUCIS-LLL staff intends to exploit the benefits of this project to inform and train its board, its members and other interested stakeholders on the potential of e-learning solutions for their organisation. To ensure a maximum impact, EUCIS-LLL would encourage its networks to also train their Belgian members withing Member States on how to use and benefit from the digital era to develop and strengthen their organisation.
