Project “Next steps of youth policy development in EaP" brings together national youth councils from EaP region countries (Belarus, Azerbaijan, Georgia, Moldova), National youth council of Latvia, strongest regional youth NGO in Armenia - Youth initiative center, Ukrainian organization forming new politically not-biased National youth council, and Institute for policy research and analysis form Lithuania. The project will gather youth policy stakeholders, youth councils representatives from 8 countries, in Lithuania, to discuss the youth policy development, co-management and youth work implementations and future youth policy vision in the region.
This project builds a bridge between EU Presidency Eastern partnership youth forums in Lithuania (October, 2013) and Latvia (February, 2015) and provides space to reflect on the results of forums and transform them into strategies and policy actions.
Seminar will take place in Lithuania May 28- June 3, 2015, will involve participants Republic of Moldova, Armenia, Ukraine, Azerbaijan, Latvia, Georgia, Belarus, Lithuania. Each country will send 4 participants from National authority, National youth council and organization active on regional level. Only Moldova and Azerbaijan will send 3, because cross-sectorial cooperation between NYC and national authorities in the youth sector are already established and functioning.
Bring different youth policy stakeholders we aim to sum up the learning outcomes and to put them into strategic development plans for each of participating country. Also, we would develop advocacy plans how to advocate for youth work and youth policy (especially strengthening youth participation) development in all countries.
The project aims to:
- strengthen cooperation of different stakeholders in each participating country;
- create Baltic+EaP regional vision for youth policy and youth participation development;
- empower national youth councils (NYC) and NGOs in EaP region to cooperate and develop a common vision on youth issues in the region and civil society development gaining good practices from Lithuania and Latvia;
- Develop ideas and tools how the results of the Study on young people’s participation in democratic changed in EaP countries (performed by Institute in 2012) can be further elaborated and implemented.
Seminar will be based on the non-formal learning methodology, learning from hands-on experience, practicing things they learn, reflecting on results and own learning, space will be provided to share good practice from EaP and Baltic counties (Lithuania, Latvia), visit interesting examples on co-management, study cases of implementation of regional youth policy and local youth work in Lithuania.
We think that seminar will provide space and support participants development of 8 key competencies and specific competencies on advocacy, democracy, participation, communication which will support them in the promotion of change in their region.
Participants awareness and understanding of different cultures, countries, democracy practices will be raised. Finally, through engaging in policy development and promoting changes in society they will develop a sense of participation, one of core principles of European citizenship and identity.
