New approaches, new skills for social inclusion

There are many concerns common to the VET systems in Europe which would benefit from being addressed at European level. In particular, Europe is facing a serious lack of a skilled labour force. However, VET systems are not responsive enough to meet the constantly changing needs of the labour market. Nor do the systems always provide the young people in initial VET or adults in the working population in continuing VET with up-to date skills and competences.-To provide a response to the challenge, the Association of Colleges and MBO Raad, VET provider associations in England and The Netherlands respectively, are planning to develop innovative strategies to engage and involve groups currently on the lower qualification levels, considered to be at risk. This will be achieved through an exchange of existing good practice to raise awareness of different and innovative national approaches to support social mobility and inclusion. There will be an emphasis on mitigating disadvantage and working towards a trans-Europe response, recognising new targets for cooperation to promote the new ambitious and modern VET agenda. The focus is also on linking policy initiatives and solutions to identify and develop skills needed for the new industries being invested in across Europe in line with ‘New Skills, New Jobs’. To do this the partners will work closely with regional organisations, such as employment services and apprenticeship services. Partners will exchange strategies and ideas about how to predict the new skills needs to optimise the impact across Europe. The participants will work closely with EUproVET for dissemination and valorization and will work closely with EUproVET to advise the Commission about the project.The outputs will include two high profile launch events and three seminars held in each country – ie England and The Netherlands, with colleagues from Finland and Lithuania joining directly or through social media, a communiqué outlining the outcomes disseminated across Europe, an analysis of relevant teaching and training pedagogies in the two countries to be used as the basis of further work on complementary European VET pedagogies, an analysis of how respective skill development can be aligned to and developed through the EQF and how the QA of the EQARF can be integrated, proposals for a EU-wide VET alumni system and an end of project report, translated into French and German. The partners will also initiate work with VET providers to plan and develop project proposals to develop further activity.By the end of the project there will be clear understanding by the other country of the respective education and training systems in England and The Netherlands and how they are being used to address issues of social inclusion and mobility. There will also be an outline framework for future European cooperation and development to address social inclusion and labour mobility. This will include the planning of a VET-alumni system to track students once they have finished College to offer them other courses and realize lifelong learning ambitions. It will also help them to adapt to new circumstances and upgrade their skills accordingly. The partners will also have experimented with the use of social media as a means to encourage trans-Europe cooperation.
