Network promoting e-learning for rural development

The project addresses the issue of enhancing lifelong learning opportunities in ruralareas using ICT. Previous research (www.euracademy-observatory.org) identifiedimportant constraints preventing the rural workforce from taking advantage of ICTenabledlearning, mostly related to lack of infrastructure and low personal motivation,and it marked differences between countries, signifying that both national policycontexts and the e-learning market dictate access to e-learning. Building on theObservatory experience, the issues of “needs” and “constraints” related to e-learningare further investigated from the viewpoint of innovation and creativity and linked to ruraldevelopment. Networking is employed as the central method for achieving the aims ofthe project. Project activities and outputs support networking in the 11 participatingcountries, addressing the key stakeholders of e-learning (providers, social partners,policy makers). Results and products include: e-learning demand and supply statistics in11 countries; inventories of innovative e-learning products and best practices; the studyof alternative media for e-learning delivery and new pedagogies (e.g. GBL) aiming toimprove attractiveness and accessibility to rural users; development of a guidance toolusing GBL to familiarise users with e-learning; national level workshops in 11 countriesto promote networking; awareness raising and interaction among key stakeholders; andan international conference as a major end-of-project dissemination event. The projectwebsite linked to www.euracademy.org publishes all project products and outcomes in11 languages. The Open Method of Coordination is applied across the 11 countries andis expected to have a direct impact on providers and policy makers. Through thesegroups, the impact will be transferred to enterprises and workforce of rural areas bypriority, and to all other learners wishing to use ICT to improve their skills or educationand enhance their personal development
