MODI - Montagne Digitale - Réseau télématique de services pour les citoyens des communautés de montagne. (MODI)
Date du début: 31 mars 2004, Date de fin: 29 sept. 2006 PROJET  TERMINÉ

There is a growing interest both on a national and a European level in innovation policies based on ICT applications as service tools for public administrations. Such interest is especially strong with regard to increasing the accessibility of certain zones by improving the quality and quantity of services for the public and by promoting dialogue between institutions. This demand appears to be particularly strong in outlying zones (e.g. in the mountains) where geographical barriers can effectively reduce the effectiveness of administrative action and act as an obstacle to conscious participation in public life by the public. Overall objective / Objectif général MODI intends to study a strategy based on innovative technological tools in order to reduce the handicaps related to isolation problems caused by living in mountainous zones. Such a strategy is to be aimed at improving communication with centres of public life by increasing the services for citizens, which in turn is to narrow the gap between the administration and the zone, and by facilitating cultural exchanges between the populations of mountain communities. Expected results / Résultats attendus Results: • Interoperability of administration information systems in the zone in question. • Reduction of counter activities (-15%). • Reduction of on-line service waiting time (-25%). • Increase in demand for public services in the test zones (+25%) and of public satisfaction with regard to administration services. • Increase in the number of citizens able to access the Internet (+15%). • Increase awareness of community policies supporting regional development. Impacts: • Simplification of the administrative process and increase in inter-institutional dialogue. • Reduction of the «digital gap» (cultural and human divide). • Diffusion of a new culture that considers the administration to be a supplier of on-demand service in real time.
