Colegio Sagrados Corazones Miranda de Ebro became a bilingual (English) primary school in 2008. For the 2014-2015 course the school had its bilingual project approved by the regional government. This hiatus, as it were, has required the educational community to both reflect on the complete conversion of the primary school to bilingual education and the current introduction of bilingual education in the secondary school. However, there is no point in mere reflection for its own sake, and in the spirit of continual improvement we have both identified strengths and weaknesses in our working processes. In terms of strengths we have a workforce committed to excellence and one that often takes individual responsibility for its own professional development. In terms of weaknesses, our relative geographical and demographic isolation and local economic hardship means that we have very little international cultural throughput in the local community, and very little access to funds in order to provide it. Naturally, we wish to reinforce our strengths and strengthen our weakness in order to continue to offer a first-class international education to our learners which is based on best-practice and the principles of free education. In order to do this, we have focused on our human resources as the cornerstone of of a long-term European Development Plan that aims to position Colegio Sagrados Corazones as a local catalyst for the generation of European social capital. In order to bring this about, our first step in our European Development Plan is to apply for funding for the participation of seven specialist teaching staff from both the primary and secondary bilingual projects in structured summer training programmes carried out by accredited course providers in the Republic of Ireland and the United Kingdom. These subject areas of these programmes are aimed at improving teaching methodology in, oral fluency, cultural diversity, L2 literacy, language acquisition strategies for physical education, and CLIL methodology for Maths and Science. Through this training we hope to increase active learning and natural L2 acquisition throughout the school by direct contact with the trained teaching staff, and also throughout the local community via formal and informal dissemination activities both and out side the school. We also hope to provide European networking opportunities to the participants which will ultimately benefit all parties through the exchange of experiences, methodologies and resources. Aside from the professional benefits gained by the participants, this project will have a direct effect on the academic performance of the students, and impinge positively on their relationship with the concept of Europe and with its member states. In the long term, this opening of horizons to include the European Union will in turn will help the community to progress from an abstract position of being situated in Europe to a concrete notion of being European citizens able both to benefit from and benefit its fellow Europeans in terms of skills, competences, citizenship and social capital - in short, in helping Miranda de Ebro to 'Become European'.
