Mediterranean Integrated Transport for Development Enterprises (Med.In.Tra.D.E.)

The project Med.In.Tra.D.E. aims at: 1. Identifying politics of integration and optimization of existing passenger and goods transport, logistics systems and services as well as inter-modal junctions in the lower Adriatic and South-east Mediterranean, focusing on traffic among Southern Italy, Greece and Turkey. 2. Promoting concrete and operative actions that will create synergy among transport systems of countries involved in the project through the alignment of a joint set of procedures. These will be tuned-up with the support of key private organizations and local actors in experimental actions which will enhance economic development of involved regions. Core of this project is the understanding of the increasingly strategic role of South-East Mediterranean countries towards Southern Italy in virtue of the ever-intensifying interests of Italian entrepreneurs and Public Administration towards these regions. In spite of growing economic and cultural relations, South-East Mediterranean countries suffer from scarce integration and coordination of their passenger and goods transport & logistics systems or, as in the case of Turkey, from a total lack of stable connections. Current goods transports from the regions of this project almost never use First-Best routes, which can prove to be extremely costly and time-consuming with negative results, for example, on transport of perishable goods, and on the competitiveness of local productive systems in general. Med.In.Tra.D.E. project, thanks to a varied and qualified group of public authorities, fully representing economic and social interests touched by the project strategy, intends to develop tools and methodologies to ensure the continuous and safe movements of people and goods, taking into account what have been already achieved at EU and national levels. The project will focus on principal Strategic Business Sectors, to be identified in the wide context of air-sea-port-land services, defining organizational models which will optimize the flow of existing traffic, bringing out the unexpressed potential of existing infrastructure and reducing the entry barriers which are currently faced by both public and private operators in the territories involved. Project activities will contribute to bringing existing transport and logistics systems up to standard and creating the groundwork for connections with geo-politically related areas. In order to achieve the aforementioned objectives the following measures have been planned: a) Integration of different transport / logistics system and IT systems, through the creation of a middleware platform to provide services to both sea/airport operators and beneficiaries; b) Enhancement of the role of ports and airports, which constitute the primary access point, and improvement of their connection with the hinterland, also thanks to the creation of common database of information concerning their assets and needs; c) Improvement of competencies of public and economic operators in planning, coordinating and managing public policies pertaining transport system and inter-modal junctions, thanks to the creation of two (Italian and Greek) public-private agencies named OCLI (Operational Centre for Logistics and Inter-modality) for the promotion of integrated trans-national mobility of goods and passengers; d) Development of business decision–support models and business cooperation agreement models among operators and entrepreneurs of transport value chain to favour the trans-national cooperation among the different entrepreneurial systems. In order to perform all of the above, it will be necessary to create not only an institutional partnership but also a network of local partnerships including public and private subjects with the aim of supporting participants in overcoming obstacles created by differing goods transport administrative and management systems, at different levels: • Entrepreneurial, so that virtuous connections may be created among actors involved in the difficulties of the goods transport system (distributors, auto-transporters, producers, re-sellers, etc.) in order to improve the goods transport systems value chain of the regions involved. • Political/institutional. for the promotion of an integrated development strategy on transport policies, at regional and trans-national level, able to coordinate different initiatives currently underway, and for the sharing of investment and transport policies among the regions. • Administrative, for a careful analysis of all of the authorizative components necessary to increase the flow of transportation among the regions. • Research Systems and Workforce, in order to introduce new and innovative systems for the management of goods and logistics and for the development of integrated logistics and networks which will allow to qualify existing and upcoming human resources in the logistics, transport and service sectors. • Technological, for an analysis of existing data management systems and research of ICT solutions (middleware) for the creation of a unified platform which would bring together information regarding all partner regions and allow for the consultation of transport information regarding all project partners (and related entities) contributing to the operative integration
