Many municipalities strive to reach an attractive environment which often includes fewer vehicles and greener vehicles. One part of the solution is probably more efficient transportation of goods through better coordination and consolidation and hence higher fill rate. The project idea is related to this approach and based on the understanding that many suppliers use a range of transportation services while the distribution systems are not coordinated and goods may not be efficiently consolidated. The project will take steps towards establishing a distribution central in each of the partner locations, guided by Sweden as the place where such considerations are most advanced, so that last mile transports can be more efficiently performed and each unit will receive fewer deliveries per day/week. Distribution central also means that the organization ordering the goods will the one in control of the DC and the distribution hence demands on the transport service provider can be formulated to further contribute to reduction of CO2. It could be demands on vehicles or fuels, on safety or eco-driving education for truck drivers and so on. The system can also be a way for smaller companies to increase their competitiveness on the market since they in the new system/model can deliver their goods to one point (the DC) thereby they have less need of own distribution capacity. Another aspect is the working environment for personnel receiving the goods. The ambition is that there will be fixed delivery times only a few times a week where all needed goods arrive. This can reduce the number of deliveries and facilitate planning for the people concerned. This base model is suitable for both public and private actors. Public actors choose to implement the concept because of its positive effects on environment, safety etc. Their main approach is not to save money on this action. In private sector the proper argumentation line is the first challenge to be addressed. Expected Results: As the distribution structures to be established are based ons a complex system involving many stakeholders with different incentives and some of them do not have the intention or motivation to be a good example or forerunner public actors could have, the project will take particular efforts to implement good involvement strategies related to the following three fields, i.e. components: 1) Public/municipality goods ; 2) Private goods/city logistics; 3) Multimodal solutions (including DC). Overall target of the first component is to develop efficient green logistics to administrative and transports. Component 2 is based on the understanding that the private sector can only be convinced by good ready-made concepts/solutions and aims to developing suitable "logistic products". Component 3 will investigate, which modal alternatives for freight transportation could be relevant and functional for the partner locations.In component 1, a close cooperation with the main relevant players will be started at the very beginning. Working in a team, they will work on a pre-study, providing it for wide commenting and develop a concept out of this which is spreaded to all relevant players to start the implementation. Component 2 will be mainly implemented by a team of convinced local stakeholders and experts who will work on reasonable related business concept and on forming a region-wide network of supporters. In Component 3, the partner consortium together with the relevant local players in charge will determine suitable multimodal solutions, implement a related information/communication campaign and implement first steps towards such a modal change in a pilot implementations.
