Land-use systems in the EU - science, management and policy

Belarus (BY) borders 3 EU countries, the EU accounts for the largest share of BY forest exports and seen as a major source for investments, and agro- and ecotourism. This introduces an important European and, moreover, a complex multilevel dimension in land- and forest management in BY, and understanding of the EU governance context becomes an important competence for young professionals working in these fields, especially with a view of growing transboundary cooperation under EU neighbourhood policies. Tо address this, we put forward the central objective to develop, teach and disseminate a 9 ECTS module for masters’ students consisting of three courses discussing EU experience in land-use governance, forest governance and landscape planning from the perspectives of its application in BY and EU transboundary cooperation. Auxiliary objectives are: (1) to develop innovative teaching and learning techniques based on interactive approaches, supervised group work and broader use of student evaluations, (2) to make forestry and land management practitioners aware of successful EU practices, promoting their integration into operations and planning, and (3) to launch research of multilevel governance systems emerging in forestry and land management in BY that would enhance our understanding of applicability of EU experiences in BY and contribute to the developing curricula. To facilitate teaching, learning and course dissemination, we develop an e-learning platform with course material and reading available online. The indicators of achievement include: launched module, enrolled students, re-trained early stage faculty, attendees of the international conferences on forest and land-use governance in transboundary context, quality conference papers published in conference proceedings, papers in peer-reviewed journals published by the faculty, practitioners invited to lecture in the module.
