Ogre Technical School (hereinafter - OT), has acquired the competence status of vocational education institution since September 1, 2013. According to the March 19, 2013, rules of the Cabinet of Ministers No. 144 “About allocation and cancellation of vocational education competence centre status”, in order to maintain compliance with the regulations, an educational institution must implement a variety of eligibility criteria. Two of them are to offer opportunities for students to participate in international exchange programs, as well as the practice in the European Union programs, and provide teachers’ experience exchanges and internships both at national and international level.
OT goal is compliance with the requirements of employers to ensure a high level of quality of education and to provide the labor market with competitive professionals.
Therefore, there is a need to introduce the work-based learning system that will contribute to the professional education according to the requirements of employers. In order to implement the work-based learning system in EU member states, the Ministerial Conference in Berlin in December, 2012, seven EU Member States’ Vocational Education Ministers in charge (including the Latvian Minister of Education and Science) signed a memorandum of cooperation in the field of vocational education in Europe which incorporates the partner countries to encourage and to dual education system, work based vocational education forms according to the needs.
The project "Time for alternance training!" is focused on the work-based learning system implementation and development in the vocational education’s institution. The project provides two main activities, which are divided into five streams:
1) Ten OT teaching staff experience exchange in Austria (Bildungsberatung & Vermittlungsagentur in Österreich); the aim is to get to know Austrian dual education system practically that will help to continue the undertaken work successfully, as well as the implementation of the work-based learning system in other educational programs. Borrow techniques on how to motivate entrepreneurs, students and parents of students involved in alternance training successfully.
2) partial qualification practice abroad for twenty-six fourth-year students from 13 educational programs in four streams:
a. Austria (Bildungsberatung & Vermittlungsagentur in Österreich), educational programs: Manufacture of farinaceous products, Hotel services, Interior design, Clothing design and Forestry;
b. Germany (Infeba), educational programs: Manufacture of woodworking articles, Construction, Electronics and computer systems;
c. Greece (European Center for Employment Training in SA - ECTE) educational programs: Multimedia design, Commerce, administrative and secretarial services;
d. Sweden (Stora Segerstad och VARNAMO Naturbruksgymnasium), educational programs: Forestry machinery.
Six to eight weeks of practice for OT students will give the opportunity to improve their professional skills, to see the future perspectives, gain confidence in their qualification and value added – know other cultures, assertiveness training. The previous experience shows - young people who have been in practice abroad during their studies, increase career opportunities in the workplace significantly and they provide intercultural competence in the new workplace, improve internal business operations and become a valuable employee.
International experience exchange and practice improves the quality of vocational education and prestige, it certainly increases individual career opportunities for OT graduates, as well as improves the knowledge of teachers.
The results of the project will be used to enhance the quality, efficiency and conformity of vocational education to the European labour market requirements.
Project will be implemented from September 2015 to April 2016.
