THE MANAGEMENT OF THE FESTIVE RITUALS IN THE PUBLIC AREAS! The Committee of Organization of the University Carnival, called the "COCU", is a nonprofit organization of Toulouse which was born in the eighties. It objective is to bring back the tradition of Carnival in the city of Toulouse. After the disappearing of Carnival during more than 20 years, the COCU create the revival in 2011, at the instigation of cultural nonprofit organization, students, and citizens from Toulouse, eager to make it come back in the tradition of their city. The COCU has 5 permanent employees, a dozen occasional employees, and is directed by a dozen of board members. Its volunteers represent about 1000 persons. They are all linked with the organization, and a hundred of them are trainers for other volunteers and project manager. The aim of the COCU was to make link between different part of the population, coming from various social origins, employed and unemployed persons. All these people have in common the same wish and desire to create all together and to express artistic forms far from a formative way. They are all really invested in the artistic creation, meetings, and workshops. Those moments are time for discovering each other. They all go forward to a unique goal which is to create installations in the public area domain or building of floats for the carnival parade. The plan of learning mobility of the COCU is to consolidate technical and human trumps which constitute the quality plinth of its associative plan, and to make hatch technical, inventive and manager "Capabilities" of his members of team’s plans. These learning mobility register in its plan of European development which have already favored intergenerational links, personal achievement, fight against pauperization and social exclusion, and which it also creates social inclusion of non qualified persons, persons in new arrivals situations and disable persons. In aim to organize in 2020 the biggest Carnival in Europe, the COCU plan to raise the qualities and skills of all the actors implicated on the event. For this matter it had to realize of an appraisal, which put in relief his needs and also the creation of transversal poles of skills around technical, artistic and manager field. This are the three types of need the COCU will have to respond and develop for the internationalization of his actions. We will develop this program of learning mobility with the Catalan Foundation, named Festa Major de Gracia, which come from Barcelona. The COCU had several exchanges and meetings in aim to set up the program of the mobility around three poles of skills, and made to build a non formal plan of learning. The choice of the Catalan partner was made on the basis of their experiments, tools, competences and good practices, developed to set up festivities which have been implemented during two centuries. By scooping out their local heritage and by creating link between numerous partners and citizens, they turn their event as model in term of internationalization and create an organization well adapted. As a result they are internationally renowned. This COCU's plan of mobility will be permanently followed through a guiding schema of valuation, communication and spread which will make easier management, launching of corrective stages if we need, so these knowledge’s mobility are in adequacy with needs listed in the three artistic and manager, technical poles of competences. This knowledge will be also registered in the waiting of the strategic framework “Education and Training 2020”. The application of this guiding schema will allow recognition, capitalization and the spread of knowledge’s mobility within the COCU, beside organisms partners and to all the target publics implicated in the realization of carnival, and will allow consequences in the regional echelon, on the regional cultural area and institutions, in the definition of the strategic orientations of the policies of collaboration in Europe and in the international, from which the COCU likes to be an actor of first plan, and to accomplish the biggest carnival of Europe in 2020.
