La Formation AGricole : Sa stratégie de lutte contre l'excusion et la pauvreté et coopération européenne

Based on the main purpose of the project, which is to promote lifelong learning and European cooperation in education and training with a view to improving social integration, as set out in the strategy of DGER-MAPA [Directorate-General for education and research in the French ministry of agriculture], EDUTER [‘Éducation et développement professionnel’ - institute for research and development of agricultural education] will coordinate the activities of the SIGNALEE project, in particular the implementation of seven support measures which form the project objectives and are the methods for promoting lifelong learning and European cooperation in education and training to stakeholders in agricultural education and training in France.The project is based on:- European policy objectives, in particular those in ‘Education and Training 2020’; - the framework of measures drawn up by the French public authorities, in particular the law of 24 November 2009 on lifelong guidance and training and the strategy drawn up by DGER-MAPA, in particular the decisions of the ‘Assises de l’Enseignement Agricole’ [agricultural education assizes] of December 2009; - the policies and measures developed by different stakeholders using the national framework described above and using regional frameworks, i.e. combating school failure, measures to promote social inclusion, etc., measures for which EDUTER is one of the principal national coordinators, but also based on examples of measures in the field, e.g. measures for combating social exclusion; - European policy cooperation developed by various stakeholders at all levels, secondary, vocational, higher, adult education. The SIGNALEE project is based on objectives defined to promote lifelong learning and European cooperation in education and training to all stakeholders in agricultural education and training, those working in the field, and partners, by focusing the support measures on social inclusion (combating poverty and exclusion), since inclusion and access to employment and education and training are closely linked with each other.in a) The seven support themes are: 1) efforts to stop pupils dropping-out of school (avoiding/preventing dropping-out of school, supporting those who have left without an alternative, Article 36, etc.); 2) lifelong return to school – support for those who have left without an alternative, second chance (FOAD-CNPR [‘formation ouverte à distance’ -distance learning courses via the CNPR unit of EDUTER], return to training via an employment – qualification contract, day release, etc.); 3) booklet of skills – lifelong learning passport (Articles 11 and 12) – formal and informal recognition/VAE [‘Validation des Acquis de l'Experience’ - Validation of Learning Through Experience]; 4) efforts to combat exclusion – support for integration of handicapped persons – fight against discrimination; 5) labour market integration and new ways of training (lifelong: CFPPA [‘Centre de Formation Professionnelle Pour Adultes’ - centre for adult vocational training], ‘Préférence Formation’ [distance learning opportunities offered by the French ministry of agriculture], MFR [‘Maisons familiales rurales’ – rural training centres for day release courses], etc.; 6) new jobs, new occupations: ‘green’ jobs, training methods in lifelong learning: day release, apprenticeships, etc.; 7) assessment and outlook, in France and in Europe: what is there to learn from others Europe, what can we teach them?
