This proposal sets up a mobility scheme and an organisational structure for its realisation. The main purpose is to foster mobility and cooperation between a consortium of 8 universities from 7 different European eligible countries on the one side and 9 universities from Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan on the other side. The consortium already has a lot of experience. Mobility is foreseen for 106 individuals, distributed over 5 categories: Undergraduates, Master Students, Ph.D. Students, Post-docs and Academic Staff. Also supporting activities for university administrators are taken into account. Due to apparent difficulties associated with Central Asian countries, priority is given to universities which already have existing links with EU partners and experience in international projects (like with METU, Ljubljana and other international organizations). Moreover, in most cases preference was given to institutions that are leading in their home country and/or are meeting the thematic fields (priority fields) of interest most.Turkmen State University and Turkmen Polytechnic Institute (both from Ashgabat) are included as associate partners for the time being, because a full partnership appeared to be impossible to arrange before the deadline of the call. Cooperation with foreign universities needs decision-making at the highest governmental levels, which creates some inertia and slows down processes. In order not to loose the effect of all efforts being undertaken to establish contacts the consortium decided to stay in touch with these possible future partners.
