This action was prepared after two years of the EMECW implementation. The previous links and meetings and the follow-up meetings and implementation of the first two phases have proved a mutual beneficial experience. These were contributions made by the applicant, the EU partners, and the third country partners. The universities were selected by a number of criteria: these included involvement in the area, experience of cooperation and development of the Bologna acquis, countries where the displaced communities from the lot countries (Belarus, Moldova and Ukraine) are larger. Significant mobility figures (283), well beyond the lot minimum. These figures have been based on estimates done jointly on the revision of each type of mobility and the experience gained in the first two years of cooperation. An approximate rate of more than 80% of total mobility will consist of third country to EU mobility and less than 20 % will consist of students moving out into third countries. These rates were discussed and agreed by the entire consortium, based on their interests.Balance between open mobility flows based on individual interests and targeted mobility flows based on certain issues considered important for the region. On that point and for the period related to the proposal some agreements have been made and others have been prepared with organisms and public and private bodies to identify, plan, and support this type of mobility and mobility actions.The EU group gathers high capacities for Bologna process actions and EU educational projects. The third country universities include regional centres but also the more dynamic centres in the capital (Kiev, Minsk, and Chisinau) with the highest level of international cooperation and mobility.The network shares strong concerns with vulnerable populations. The applicant has recognised strength (coordinator for the Thematic Network on Humanitarian Development Studies) in issues related to humanitarian action, migration and cultural diversity, human rights, regional development, as well as European culture and Europe’s external relations. They also share a high concern for brain drain. Long-term and quality mobility intended for undergraduates, fostering language acquisition and international impact. Masters tailored according mobility requirements: 1) two-year complete stay with possibility spending part of the course in an associate university in order to get a double or joint degree; 2) on-line programme to be completed with short stay in the EU and seminars given in the third country – these two are also to be related with mobility under these proposal. PhD offered with sandwich courses to foster connection with the area, preventing brain drain.The proposal also considers that mobility actions foster a number of focal issues. On the one hand, there is university development. On the other, there is the development of the interaction between the university, industries and government. In the long term, the project envisages developing relations between Europe and the third countries on a stable basis in the development of joint degrees and research projects.
