Key actors to empower lifelong learning in Turkey

The overall objective of the project’‘City-to-City’’ is to raise public awareness and support the development of a National Lifelong Learning Strategy for education directors in Turkey and analyse the main issues that local education authorities in Turkey are actually facing while implementing national lifelong learning (LLL) policy. The project will mainly be implemented with the participation of provincial and district national education directors from seven cities in Turkey. Other govermental departments responsible for education, teacher trade unions,NGOs and providers of educational services for adult citizens of each city will also take place in this consortium.-The project’‘City-to-City’’ is necessary due to several reasons: In Turkey, predominant differences between rural and urban education authorities exist in education policies in applying LLL strategies. Exchanging good practices among these regions will create a unic opportunity in equalizing differences among cities and towns. We feel that there are no efficient forms of collaboration between stakeholders in this area and local education authorities have no equivalency programmes for promoting life long learning.Six national workshops (:one in each city) will be carried out within the project. During the workshops participants will be invited to work on identifying the strengths, weaknesses and opportunities of LLP in order to generate a common understanding of the national LLL strategies among the stakeholders and to create better coherence and involvement in the implementation of these strategies at national level. The ‘’City-to-City’ Project will generate the following outcomes or products at the result of workshops. Guiding principles for each stage of education ( kindergartens, primary schools, secondary schools, vocational schools and adult education centers responsible to education authorities) and definition of specific strategies on LLL for a successful implementation by education directors and stakeholders (civil society centers, adult education centers, social partners, companies and training centres and other interested parties of the LLL ) in a more efficient way in each city - a dissemination guide including good practices - an enduring network of regions with regional Lifelong Learning strategies to facilitate further exchanges of experience.- disseminating project outcomes from workshops via confererences, leaflet, booklet and CDs in each city . - a synthesis report identifying regional conclusions and policy recommodations for decision makers. - national seminars analyzing previous cases of application of Lifelong Learning Strategies in detail. - reports and conference presentations on the perspectives of the seven region.The p We expect the project to achieve a sustainable impact in several ways: The project is seen as an important contribution to the development of LLL strategyc of the country.
