Our participant group will be architects, landscape architects, civil engineers, environmental engineers, urban and regional planners, survey engineers, cadastral mapping and construction technicians working in the fields of planning, Project, investment within the Governorship, Bolu Municipality, Special Provincial Administration and Environment and Urban Provincial Directorate, who take place in training and education organisation for the corporate personnel and the public in need. The group will be 64 participants. In our country, migration and rapid urbanization led to unasthetic and unplanned urbanization and have brought many problems related to the physical structure of cities. The experiences gained from the problems caused by unplanned urbanization have revealed that urban transformation should be dealt with in the practice of planning. In the Government Programme, it is indicated that the incompatibility of investment and spatial development policies in our cities creates many programmes, zoning regulation should be developed with a strategic approach which will lead physical and planning construction, there is a need for urban transformation in order to ensure urban aesthetics based on the original architecture, and in adequate training of civil servants hinders the work efficiently. In East Marmara Regional and Special Provincial Administration Plans, it is emphasized with reference to the importance of the issue that human resources should be developed. The Municipality of Bolu Strategic Plan, it is stated that it is aimed at performing infrastructure and superstructure works efficiently and effectively by applying planned and sustainable urban development policies, all plans in the province will be revised in accordance with urban transformation, urban design studies will be done, and expert staff will be created related to planning services. Important works have recently been carried out on urban transformation in Turkey and important roles are loaded on municipalities and field services with new laws. However, important works on renewal of infrastructure and superstructure of Bolu in consideration of its tourism potential are carried out. Many places in our city including government square and main streets are being continued to be reconstructed and to attain an aesthetic appearance. This issue recently has been one of the main public discussion agenda and there were and are still important discussions about this issue. On the other hand, nearly 3000 buildings are planned to be demolished and rebuilt. Doubtless to say it is possible to do all of these works with competent and qualified personnel and the project target group is in need of training and should see the good practices on highly developed urban planning and aesthetics in Europe. Our project aims at training of personnel , increasing their professional competences and language competences and their transfer of good practices and innovative techniques to our province on subjects of education and training methods, adult education methods, education methods within the respected institutions in Europe, education and training tools, strategic planning, environmental planning, urbanization planning, zoning planning, urban transformation planning, urban transport systems, cycle lanes, decomposition of solid waste and recycling, the use of urban information systems and Geographic Information Systems, landscaping and building facade aesthetics, green areas such as parks and gardens arrangements, EU legislation on urban planning in accordance with sustainable development goal of European Union of 2020 Strategy and Erasmus + Programmes goals and priorities. With this project, adult education professionals will learn new education and training methods, and increase their personal competences, and transfer the competences and knowledge on sustainable urbanization gained during the project lifetime to our city. There will also be corporate increase of service standards, in the capacity of institutions working in the urbanization sector. There will be a contribution to the efficiency and effectiveness of landscaping, planning, infrastructure, super structure works. There will be project management committee consisting of 4 people, one competent in EU project programmes from the Governorship, contact person from each participating organization. There will be cultural, pedagogic preparations, language courses before mobility in abroad and the education mobility will last 10 days including theoretical education, practical education and study visits. Our dissemination and assessment activities will be realised after turning back to our country. Our mobilities will be realized between 16-27 March 2015 in 4 different countries in Europe.
