The special needs individuals’ having education and being socially integrated with their fellows, which has been adopted and practiced by lots of countries in the world, requires Inclusive Education. In Turkey, inclusion practices have been started with the law of Special Needs Kids being brought into force in 1983; but there have been problems about the practice although a developed legal base relating to the subject is available. Putting the education into practice successfully by means of inclusive education requires taking various steps in the implementation phase. The basic problem is that practitioners do not know understanding, interpretation and practice of inclusion due to the fact that they are not provided with special education support. In the inclusion practice, the role of teacher has a privileged position in that the teacher will provide a healthy communication between the inclusive students and the other students and create a special ambience for their special needs which will help them continue their lives in a happy, active and accepted way starting from the class in the smallest scale to the school and finally in the society. Within the scope of changing roles of practitioners in the process of inclusive education project which is intended for sharing information and experiences internationally, it is aimed that participants have preliminary education in Turkey and complete their education in an EU member country.
