Project is oriented on LATLIT programme activities “research and technology action with durable and practical character” supported by Klaipeda and Ventspils high science and technology parks (include other LATLIT Programme activities “concept of science and technology parks”) and Lithuania Space Association (National priority science programme). Also project realize one of the Programme output indicators “new networks for business and research cooperation”. The overall priority of the new project is to develop a sustainable and dynamic European region and to promote a knowledge-driven economy development in the Klaipeda and Ventspils regions by extending and advancing the current Joint research and training centre (developed by two cross-border Universities of Klaipeda (KU) and Ventspils (VUC), during the 3rd Call, LLII-061 project) in area of Distributed Real-Time Signal Processing and Control Systems. Ventspils Irbene's (VIRAC, VUC) antennas are unique hardware installations that need modernization of technological electronics systems, remote control and computer networking technologies because they have the potential to be even more efficient and to produce valuable information. Spacialists preparation in cross-border region will meet all the latest challenges of EU, capable to develop and manage real-time raw space signals processing systems including the configuration issues with provided distributed (remote) control services. This project idea is supported by Lithuanian Space Association. Project durability and practical character increases as partners cooperate in long-term researches and apply innovative control systems in industry. Cooperation will ensure development of further highest quality study in bachelor and master programs. Also a notion is made on disabled peoples ability to remotely access to the information and to perform scientific data processing operations. As a result of the project it is planned that highly qualified human resources oriented to the development of real-time industry control technologies and to entrepreneurship in high technology and space signals processing research area based on newly developed research, study and practical prototyping infrastructure at both partner instutitions. Universities have approved project ideas as their missions development in the Region and have signed the financial, institutional and administrational cooperation guarantee agreements to use extended JRTC equipment and results for additional minimum 5 years after the project implementation. Project conception is supported by Ventspils and Klaipeda Technology Parks. The main target groups are: young researchers with new established stationary working places in laboratories funded by the EU project; KU and VUC students to whom fundamentaly study programs and quality study material and whole infrastructure will be introduced. Expected Results: Cooperation concept between project extended JRTC and science and technology parks of Ventspils (Ventspils High Technology Park. total -1) and Klaipeda (Klaipeda Science and Technology Park. total -1) will be developed. Partners working together prepared the common scientific research and study direction conception for KU and VUC that should include both partners best scientific potential to modernize the equipment (space signal processing devices, including remote control systems) of such unique hardware installations as antennas of Irbene (Latvia, Ventspils region). A common joint technology development strategy plan for JRTC extension will be prepared during the work meetings. It will include the long-term technology research direction development for the Project and the whole cooperation region. The main topics will include Space signals processing using distributed computing (Cloud computing architecture and remote control systems) and their innovative application. Common training plans for the 1 - 4 training courses will be prepared for young researchers in KU and VUC for the extended JRTC. Trainings will include the development of the concepts of space signals gathering from Irbenes antennas, processing methods and systems, data transfer applications, further processing in partner Universities using distributed computing and remote (for diabled people and wireless lab control applications) control through a Cloud architecture. Common multilingual project portal (in Lithuanian, Latvian and English languages) for dissemination of project results (from the previous LatLit project LLII-061) will be extended to suit the needs of the new Project. It will provide continuos dissemination of project data. Cloud system architecture (servers technologies) interaction will be introduced (prepared by LP) and work as a virtual interface between KU and VUC extended laboratories and industry that enables space signals data transfer, distributed signals processing, remote access providing to disabled people and other joint activities. Modern teaching materials for fundamentaly updated studies will be prepared (3 KU + 3 VUC) based on the National Instruments platform. 1st Training in Ventspils. Topic: Parallel signal processing in embedded systems hardware of space signals. 2nd Training in Klaipeda. Topic: Cloud network development for extended JRTC. 3rd Training in Ventspils. Topic: High speed data compression, transfer and distribution for storage or signal processing. 4th Training in Klaipeda. Topic: Remote control system modeling and prototyping. Preparation of material: 1st Training Topic: Parallel signal processing in embedded systems hardware of space signals. 2nd Training Topic: Cloud network development for extended JRTC. 3rd Training Topic: High speed data compression, transfer and distribution for storage or signal processing. 4th Training Topic: Remote control system modeling and prototyping. Modernization of the following study master study programs of the KU: Technical Information Systems Engineering and VUC: Information technology. 6 new and updated modern study modules including practical activities partially based on National Instruments and other modern platforms: for space signals processing systems, distributed computing, remote control systems and Cloud system architecture, etc that will be placed on Universities Virtual learning environments.
