This project intends to set up a Joint Environmental Decision-support Information System (JEDIS), to assess the effectiveness of the environmental improvement actions aimed at the sustainable development of the cross-border territory. The project aims at solving several problems, such as the use of different methods and indicators in environmental analysis or the lack of an initiative-coordinating structure, through the creation of a Transnational Observatory. From a technical point of view, the project will make it possible to plan harmonization protocols for the existing environmental monitoring networks and to define measures that enable public authorities to share environmental data and services, so that cross-border local authorities and institutions can exchange and use such data and services in the framework of public functions, that can have either a direct or indirect influence on the environment. As regards the afore-mentioned Observatory, it consists of an territorial information infrastructure for the sharing of environmental data useful to sustainable planning and development, known as Spatial Data Infrastructure (SDI), based on a cross-border network of information systems supporting the use of information and methodologies already available, thus ensuring the mapping of existing territorial data, the implementation of services to make said data and methods more easily accessible and inter-operational, and the overcoming of obstacles that limit their application at cross-border level. The closing phase of the project regards the implementation of JEDIS, i.e. the implementation of methods to compare environmental state indicators and the response measures to create sustainable development scenarios.
