Several factors that converge in recent decades for the development of horizontal relationships between educational institutions, including schools and their surrounding community and the intervention of other social actors in education. It is widely recognized the ongoing interaction between the school and its local context. The massification not only brought to the cultural school and socially heterogeneous population of young people and adults, as this transfers to the resolution of vocational training problems of social integration, civic education, moral, ecological, etc., that is, such a burden of responsibilities that can not be assumed solely by the school. It is therefore necessary sharing of responsibility between all entities, and it is up to the council the role of facilitator and promoter of this partnership within their educational territory in order to promote and ensure good qualification of education professionals as motors leading to improved teaching and learning processes throughout life, in which interconnect all the skills and knowledge obtained in different contexts (formal, informal and non-formal). The municipality of Santa Maria da Feira lives some social and economic problems, ranging from unemployment to low education and who present themselves as challenges to municipal education policy and the respective educational institutions and adult education. The devaluation of the school and the education system by students, adults and parents, academic achievement lagging behind, indiscipline and early school leaving, together with the low participation from parents, make it special relevance the offer of a teaching adults innovative, updated with a view to training, reintegration, combating illiteracy and looking for a European dimension. In this follow-up, the IOS consortium - Improving Our Skills is part of a local initiative, the municipal level, for qualification of citizens and increase their basic skills and training levels.With 30 provided for European mobility, distributed by participating in 6 structured courses, the IOS project - Improving Our Skills aims to achieve the following objectives:- Contribute to training the staff of the Adult Education and Training;- Focusing on strategic training for their management and direction of middle management and teachers in order to obtain up more enhancers changing results;- Empower organizations and their employees, for the acquisition and consolidation of skills in the adult education, European citizenship, intercultural, employment and community development;- Improve the level of fundamental skills and abilities, particularly as regards its relevance to the labor market and its contribution to a cohesive society, in particular by increasing mobility opportunities in learning and by strengthening cooperation between the world of education and training and the world of work;- Promoting language skills;- Disseminate international best practices, creating dynamic sites likely to generate innovation, opportunity, and quality projects for the community and audiences.
