TERMINÉ
The classic central energy systems based on fossil fuels and nuclear power have a central supply distributing the energy to the consumers. Contrary to this, renewable energies and energy efficiency need the action of many persons, citizens, municipalities and enterprises in order to succeed. In addition the acceptance of the population plays important role in the change towards renewable energies. Subjects like wind energy turbines in a tourist region already spark controversial discussions among the citizens. The aim of the project is to overcome this skepticism of the public to renewable energies in general and to foster consensus on their use by public. Achievements: As a consequence of the already on-going dramatic climate change societies all over the world have to be moved towards tremendous CO2-reduction measurements and towards a vast increase in the utilization of Renewable Energy Sources. Therefore, the regional level is the front line as here, numerous measurements have to be implemented. CEP-REC develops Regional Energy Concepts (REC), tools that support the implementation of Renewable Energies at regional level, where change matters. 15 Partners as representatives of nine model regions set in Austria, Germany, Czech Republic, Hungary, Italy, Poland, Slovakia and Slovenia started to elaborate possible strategies for regional energy demand and supply. For all nine pilot regions individual Regional Energy Concepts will be established. The main goal is to develop strategies that will release regions from dependency on fossil fuels or nuclear power and instead steering them towards the use of Renewable Energies. Due to different regional structures there is a need to create individual targeted concepts based on the Toolkit that will be developed within this project. With the widespread experience of 15 partners (ranging from public institutions, to energy agencies and private organizations) the RECs will be built on four main pillars: energy demand side analyses, energy supply side analyses, RES-potential analyses and strategy definition based on regional energy balance sheets providing regional development paths. The demand and supply side assessments as well as potential analyses are currently ongoing aiming to provide a complete analysis of the energy situation in each region, considering also geographical and structural peculiarities. These findings will be the basis for the following comparative studies in order to assess the baseline situation in the different pilot regions and to identify opportunities and obstacles. Finally these evaluations will lead to regional balance sheets helping to define common methodologies for the development of energy action plans and strategies. As joint transnational activities common guidelines were elaborated to collect necessary information on energy demand, energy supply and potentials leading to the evaluation of available databases and baseline standards and to respective reports on the overall situation in the pilot regions. Study visits in Germany and Austria to the pilot regions Allgäu and Burgenland were organized in the frame of project partner meetings. and common Results of the proceeding studies within the project as well as more information on the pilot regions is available on the project website www.cep-rec.eu.
