Introducing electric mobility as intermodal transport mean in small & medium sized cities of the South Baltic area

ELMOS promotes the invention of electric mobility in the small & medium sized towns & cities of the SBA. The specific focus lies on intermodal offers that complement (public) transport chains, and for which no practical examples exist in the region yet.Driving forces & focal points for establishing intermodal e-mobility in the SBA are five cities in DE, SE & PL, which want to become forerunners but are therefore also newcomers in the field. They cooperate across borders and with umbrella organisations for this purpose. Activities and aims: (1) REVIEWING & ADAPTING THE INTERNATIONAL STATE-OF-THE-ART OF E-MOBILITY FOR USE IN THE SBA: Aim is to centrally “import” knowledge on intermodal e-mobility and to process it for small & medium sized towns. This is necessary as e-mobility is a partly confusing field. It takes lots of efforts to keep an overview. At the same time, only few initiatives have intermodal character and take place in smaller cities. For identifying best models, forerunner cities join forces with umbrella organisations. Guidance by independent experts gives further support. Sources of knowledge are national initiatives & model regions from all over Europe. Activities include best practice surveys, conferences with (inter)national experts, study trips & guidance by an international e-mobility expert panel. (2) ELABORATING INTERMODAL E-MOBILITY CONCEPTS IN SMALL & MEDIUM SIZED FORERUNNER CITIES: The strategies make intermodal e-mobility an integrated part of the (public) transport planning & systems of forerunner cities. They are elaborated in stages: A first “layer” concentrates on e-mobility modes that can be put into practice at short term (e.g. pedelecs). Further layers prepare more visionary concepts (e.g. eCar pooling) for implementation in longer term. The cities elaborate the concepts with help of e-mobility experts. The central knowledge import supplies them with relevant expertise for the different stages. Exchange workshops & expert panel reviews give further support. (3) SETTING UP & PROMOTING DEMONSTRATORS OF INTERMODAL E-MOBILITY IN FORERUNNER CITIES: They put the first layer of intermodal e-mobility concepts into practice (e.g. pedelec rentals). The aim is to induce a first, concrete behavioural shift of the population towards using intermodal e-mobility offers. The implementation is analogously embedded into cross-border exchange & central knowledge import and accompanied by extensive promotion campaigns. (4) PROMOTING THE USE OF INTERMODAL E-MOBILITY IN OTHER SMALL & MEDIUM SIZED CITIES IN THE SBA: Results of knowledge import & activities in forerunner cities are continuously compiled & processed into a handbook. Regional & international dissemination events spread them to other towns. UPON ITS FINALISATION, ELMOS will have created first concrete examples of intermodal e-mobility in the SBA, induced long-term strategies in 5 forerunner cities and laid foundations for use in other town & cities in the region. Achievements: The basis for the project work was to explore the international state-of-the-art and on jointly "importing" knowledge to the five forerunner cities / towns in the South Baltic area (Rostock / DE, Växjö/ SE, Karlskrona / SE, Malbork / PL, Trabki Wielkie / PL), which are newcomers in the field of electric mobility and small & medium sized. Activities included e.g. experts lectures at project meetings presenting experiences from Germany, Netherlands, Great Britain, France, Sweden and Austria in more detail. During study trips to Offenbach, Frankfurt & Stuttgart / DE, Utrecht & Houten / NL, Olso & Asker / NO, Nantes & Paris / F, the partners could see and test functioning e-mobility services in practice and exchange "on the spot" with project leaders about experiences. Project delegations visited the "Velo-city global 2012", the "Velo-City 2013" and the ECOMM 2013 conferences to identify further best practices from all over the world. Targeted best practice surveys were to analyse e-mobility practices found elsewhere in more depth, to supply the design process of pedelec demonstrator services and the elaboration of e-mobility strategies in the ELMOS forerunner towns / cities with field-tested solutions that are appropriate for their size.These activities provided qualified ground for the local work in the five ELMOS forerunner cities / towns. In 2013, all of them started with drafting long-term electric mobility strategies. They consider different kinds of e-mobility (e-cars, pedelecs, e-cargo vehicles etc.) and were finalised and politically adopted in 2014/5. Representing their "first layer" and "start-up-mode", first demonstrator services that promote the use of e-bikes (pedelecs) were opened in 2013. Those are being rented out to citizens in Malbork, Trabki Wielkie, Växjö, Karlskrona and Rostock. Whereas Rostocker Straßenbahn AG offers a full-automatic rental system with "unmanned" rental stations that provide pedelecs for short-time use, the other forerunner cities and towns in Poland and Sweden have set up "manned" rental schemes allowing people to lend pedelecs for commuting to work or other journeys over periods of 1-4 weeks. Växjö offers also a bike / pedelec garages that can be accessed with public transport cards. With the pedelecs, therefore, a first mode of electric mobility has already become reality and been successfully integrated into urban transport in the ELMOS forerunner cities and towns. The City of Växjö opened a further demonstrator in Aug 2014, which combines ride sharing with a e-car sharing platform. It put a second e-mobility mode into practice.The international expertise colleted in the course of the project and the experiences to adapt solutions to small & medium cities and national circumstances were summed in in e-mobility handbooks for each participating country (DE, PL, SE) as well as for further interested parties from the South Baltic area and beyond (in EN). Their contents reflect the national specifics and points of departure and written in national languages.
