INTERPROCEDURE: Cooperating for a better management of the eligibility criteria in INTERREG programmes (INTERPROCEDURE)

Problems addressed• The obstacles with the EU Regulations on financing expenses when linking European and national regulations.• When the regulation is applied to actions articulated by cooperation between entities from different States, or regions from different States, as is the case in the INTERREG III Initiative, the problems are accentuated. • Consequently, the management bodies of the Programmes in a particular State find it difficult to control the expenses incurred by beneficiaries from other States, as the situation becomes extremely complex and difficult to tackle. In order to get round this, management and control mechanisms have to be articulated by complicated information flows which slow down the certification and payment processes.Objectives• Identify the problems which, at present, project managers and beneficiaries from programmes in different INTERREG strands have to deal with. • Analyse the problems by contrasting them both at the level of the programmes in the project partnership and at transnational level. In this way, it will be possible to distinguish between those cases which require regional treatment and those which should be approached from a European perspective.• Find and disseminate solutions to the problems identified, combining identification of best practice and the detection of new ideas which can contribute to the projects general objective.Approach and methodology• Based on co-operation among INTERREG agents at all levels, through project partners, and in different environments –Strands, Programmes, regions, etc.- to identify de problems and find solutions. • Obtaining common positions and consensus agreements from all the INTERREG agents in relation to both the diagnosis of problems and the ways to solve them,• Disseminating the results, and guaranteeing the transference of know-how, experience and best practice to have and impact which will go beyond the duration of the project, Expected Results: • Participation of at least 30 key informers to carry out the diagnosis and solution identification processes. • Publication of a final document which will include the conclusions and recommendations achieved by the project.• Organization of 4 seminars which will be the main vehicle for disseminating the results achieved. At this seminars the document on the conclusions of the project will be presented as a tool to allow the effective impacts through the member states.
