International Session of the European Youth Parliament in Rennes

In a current context particularly marked by the high stakes related to active citizenship, the need of a more active implication in public debate by citizens, the acceptance of diversity, equality and unity in front of common societal challenges, we believe that an increased attention should be given to raising awareness and enhancing civic education of the young generation, in an effort to make young people become more conscious and active citizens. EYP-France, supported by 32 partners, will develop a project to raise awareness of active European citizenship amongst youth and build their structured dialogue with European decision-makers on crucial topics that shape the European agenda. The project will culminate with the organisation of the International Session in Rennes, from 14th to 23rd July 2016. This event will be a platform for constructive dialogue and civic debate between 256 young Europeans from 32 European countries, and pertinent local, national and European decision-makers from the public and private sector. The objectives set are numerous. On one hand, the project will train young people, through previously proven successful working methods base on non-formal, informal and peer-to-peer education, to discuss, built arguments and debate in international and diverse teams of young people form various countries and with various social and economic backgrounds. Furthermore, they will step into the shoes of European decision-makers, having to analyse complex current European issues, while trying to set forward recommendations for good-quality and applicable solutions. In addition, the project will enable them to engage in an extensive dialogue with European decision-makers present at the International Session in Rennes and share their views and recommendations first-hand. Participants will be divided in groups – specialized committees dealing with one specific topic. They will tackle their topic during committee work, using own knowledge, academic resources available before the start and during the event, as well as expert round tables held during the Session. The debates will each be moderated the commission chair who will make sure that all participants are actively taking part in the discussions and analysis of the context of their topic, as well in the search and elaboration of proposals for solutions. During the General Assembly, each committee will present their recommendations and resolutions on their topic, which will further be debated upon through questions/answers, amendment proposals and a final vote for their adoption. This project aims to open the public debate to all young people, regardless of their social, economic, geographic or educational background. This approach will enable taking into account the various views and thus a genuine representativeness of all the European youth in the resolutions and recommendations set forward in the International Session. The inclusion and outreach approach will be put in practice by each partner, committing to also select participants with fewer opportunities and use as selection criteria the force and value of the impact on the personal and future professional development of the participants. Another objective sought in the project is the enhancement of the European multilingualism during all discussions. We encourage participants to fully express their ideas in the language in which they feel more confortable, in order to maintain the value and quality of their views, as well as to improve their language skills in other foreign languages. A live translation system based on voluntary translations by the participants themselves, as well as partnerships with students of Foreign Languages faculties and European Language and Culture institutes will be set up during committee work, general Assembly and other key moments of the programme. This project has the ambition to bring a solution to the current context marked by an increasing lack of interest in politics and European decision-making processes. Activities included in this project will develop direct and indirect participants’ awareness of active citizenship and comprehension of representative democratic mechanisms, due to working methods well tailored to their situation and an interactive and enriching exercise of their European citizenship. This project enables them to take part, directly and indirectly, in the decision-making process on issues that impact their future and the future of Europe. Participation in this project will have a strong positive impact on their personal and future professional development, as well as on their commitment to active citizenship. Each of them will be able to build on this experience and further on take part in voluntary civic initiatives.
