National level objectives of adult non-formal education are delegated to Qualifications and Vocational Education and Training Development Centre (QVETDC) by the Ministry of Education and Science. The Centre has qualified personnel; however, constant learning is needed to implement institution goals. Project activities are based on detailed analysis (conversations, questionnaire forms, etc.) of qualification improvement needs; the analysis was carried out before submitting the application. The results showed employees’ need for the improvement of a variety of competences. Especially, efficient cooperation among different QVETDC divisions is needed due to recently changed institutional structure, new functions assigned and personnel taken over from different organizations. Also, competencies to be applied in implementation of entrepreneurship educational programmes need to be strengthened: QVETDC activities are closely related to labor market needs. Moreover, it is very important that QVETDC staff is competent in evaluation and acknowledgement of non-formal learning - this is emphasized in various national education strategic documents; however, practical abilities and experience are quite limited. The main objective of the project is to strengthen applicant’s institutional abilities and competences of its employees so as to more effectively develop non-formal adult education based on new practices acquired through learning in foreign countries. 30 people will be participating in the project (10 people in each of 3 courses): administration representatives of QVETDC, analysts implementing educational programmes and projects, other specialists directly or indirectly participating in development of non-formal adult education. The courses will take place in Slovenia (once) and Italy (twice). One course will last for 5 days. Altogether, participants will take part in 15 days’ courses. The project layout is based on the above-mentioned QVETDC staff development needs. The courses selected in foreign countries are methodologically based on educological, sociological, psychological concepts and practices of clearly applied nature. Also, research activities are of great importance, especially the ones based on qualitative methods. The learning will be structured using interactive methods - learning-by-doing principle, team work, visits to successfully working organizations, reflection at the end of the course and consolidation of results. Means of information technology will be integrated in the learning process. Results of the project will be directly related to better competences of QVETD employees: co-operation skills and the synergy of activities will increase, dimension of entrepreneurship in educational programmes will be strengthened, methodological and practical acknowledgement of non-formal learning will be improved. It will result in better quality and effectiveness of QVETDC activities when developing lifelong learning system. In the long-term perspective, increased participants’ motivation for constant learning is to be considered as very important benefit of the project - the concept of lifelong learning will be emphasized in QVETDC organizational culture. Also, the project may result in future partnerships with foreign institutions.
