The Roma in Slovakia has officially been recognized as a national minority since 1991 and thus legally the Roma shall benefit from all the national minority rights stipulated in the Slovak Constitution. Education reform and the adoption of the Act on Education and Training (2008) have created legislative conditions for the teaching of the Romani language and literature in primary and secondary schools within the two-level model of education (State Education Program (SEP) and School Education Program). Due to changes in the system of education the Romani language has been included into SEP for different levels of education. Despite carefully prepared legislation there is no single language portfolio; there is a lack of teachers who speak Romani in relation to the ratio of Romani students from Roma communities in schools. Moreover, there is still a lack of learning and teaching materials for the Romani language. These factors are often the cause of failure of Roma pupils in the school environment, ethnic conflict, discrimination and the various manifestations of segregating education. The project aims to prepare teachers to educate pupils from disadvantaged groups, especially Roma pupils, through sharing best practice of partner organizations and innovation of the Romani language didactics. The project includes two main components, which are also the outputs of the project:The first component of the project is focused on innovation of existing Curriculum Framework for Romani (developed in co-operation with representatives of the European Roma and Travellers Forum and representatives of the Council of Europe) and its adaptation to the Slovak education system. Innovation of the Curriculum Framework for Romani will include: a) innovation of the European Language Portfolio – learning the Romani language (designed for learners aged 6-9 ), b) innovation of the European Language Portfolio – learning the Romani language (designed for learners aged 10 - 14), c) edition of new language portfolio - learning the Romani language (designed for learners aged 15-18) and d) innovation of the Teacher´s Handbook : Using innovative European Language Portfolio - learning the Romani language. The second component will focus on innovative in-service training aimed at the area of cultural and linguistic specifics of Roma. The content of the continuing education program will also focus on working with the innovative Curriculum Framework for Romani, which is a prerequisite for systematic and quality teaching of Romani with methodology of a foreign language in primary and secondary schools. In addition to these attributes, continuing education will reflect the latest trends in inclusive education from abroad, mainly from the Czech Republic and Norway. The trainings are designed for 25 participants. This is a group of teachers from schools in which Romani is taught and/or is to be taught in-school and out-of-school environment. Both components will comprise of preparatory, performing and evaluative phase as defined in the project time schedule. Partner organizations which are recognized in the field of education – Charles University, Faculty of Arts, Institute of Romani language and culture and international organization Nansen for Peace and Dialogue based in Norway – will provide expert and organisational supervision of the project activities. Through the cooperation of three high-impact institutions on the defined goals, the project aims to influence the quality of modern education delivery. Firstly, the activities will raise the expertise of teaching of the Romani language through applying the foreign language teaching methodology. Secondly, the project aims to raise the achievement of disadvantaged pupils through stimulation of their intrinsic motivation. Long-term sustainability of the project is strong: the first component (innovated pedagogical documents) will serve as the basis for the organisation of Romani language teaching at schools as well as the basis for the development of new teaching materials (students books, worksheets, methodical handbooks. Within the second component - graduates of the continuing education program will work in the region, and also in their schools as multipliers, who will not only develop their acquired knowledge but also share it among colleagues, community and other national, public and/or non-governmental organizations. Long-term benefits of the project are meant to strengthen the conditions for education in the Romani language applying methodology of a foreign language and to strengthen the status of Romani as an equal language with other minority and/or foreign languages.
