Our organization is the National Education Directorate which is located in a district in Siirt. The Project will have 9 English, 3 pre-school intsructors and 3 administrators. In our educational institutions, English is taught as a foreign language. However, it is obvious that our learners have great problems in terms of learning and being able to use English. Our organization which adopted the European style of education aims that English, world’s language, will be taught and learned in a more effective and efficient way. For that purpose some findings were detected. The fact that materials, techniques and approaches used by our teachers are inadequate and the students’ age is above the appropriate age as to English subjects which are taught. Our instructors will be sent to Germany in order to observe how to be taught English as a foreign language to 4-6 age group children who are in the critical period for learning a foreign language and what techniques, materials are used , how learners response to this training in terms of inputs and outputs involved. After required monitoring activities, in our kindergarten Ay-yıldız a pilot scheme will be done by instructors, so some inputs’ influence will be determined by observing the outputs of students. After the pilot scheme, the instructors will analyze their experiments, then reach some results. The experience and knowledge gained will be shared with a conference organized by administators. As well as news media path, educational journal will be published in the local newspaper. In foreign language teaching, our teachers will be determined in which change and development. This Project will contribute to an increase in learning foreign language capacity and ability of students.
