Glasgow City Council Education Services is committed to raising attainment and ensuring the highest quality education for all of it's learners. The inclusion of all learners within the best possible learning environment is at it's core. As such the Inclusion Support Services work in partnership with schools and parents to ensure that all learners can access Curriculum for Excellence and achieve their full potential.Inclusion Services, EAL,and GDSS, a total of around 150 staff.The inclusion services are committed to developing and extending their expertise to ensure that we meet the needs of all of our learners, raise attainment and provide positive pathways into further education and the workplace. Our key focus in terms of our European Development Plan (EDP) is to enhance the skills and knowledge of all staff in terms of working with children and young people with additional support needs through enhanced collaboration, teacher education and sharing practice with its European partner cities.Our main areas for improvement are for management competencies in driving the inclusion and equalities agenda forward and ensuring staff training and CPD are robust. Staff competencies in terms of taking a peer leadership role, leading learning and in capacity building and sharing expertise. Learner experiences, outcomes and future pathways will be enhanced through both staff competencies and through initiatives and integrative practices acquired through participation in the proposed mobilities.Our main objectives are to build our expertise within the European dimension as an active professional partner with our European partners cities and be involved in developing educational policy and practices to ensure they meet the needs of children and young people with additional needs, including those from a refugee, asylum seeker and migrant background. We wish to engage fully over the two years of the funding with our European Partners in sharing and collaborating on initiatives to enhance inclusion and develop a European co-ordinated framework of effective practice and support for management, staff and learners.The impact will be far reaching as the framework, strategies developed in supporting management and staff competencies and CPD developed will ensure that capacity building will be well embedded within the Inclusion Services and mainstream establishments. In addition the Inclusion agenda will support this European dimension to the professional development of Educational Inclusive Support staff across Glasgow. In terms of the longer term benefits, CPD offered by each distinct service to staff and at wider CPD events across Education Services will be further developed and informed by the professional experiences gained from the partnerships and will have a significant European wide relevance and focus. Through our links with Glasgow University, School of Education the CPD acquired can be offered to inform teacher education programmes for student and beginning teachers and the benefits of CPD engagement with European partners made known to other Local Authorities across Scotland.
