‘Incluir para Construir’ (Include to Build Up) is an initiative within the process of Structured Dialogue in the Youth field, which is dedicated to ‘Social Inclusion of Young People’ (3rd cycle). The project has four different activities: a National Youth Meeting, a Seminar on Youth Employment, a Capacity Building on Entrepreneurship and a Seminar on Social Inclusion of Young People, which is the 3 rd Round of the Structured Dialogue. In the 13rd National Youth Meeting, whose theme is the title of the project, we will gather 300 young people from different geographical, social and economic backgrounds ranging from 15 to 30 years old, during 4 days in Oporto. Together with decision makers, youth experts and youth workers, we will promote a debate on social inclusion of young people and analyze recommendations and actions that contribute to the solution of problems that young people are facing. It will be given particular attention to the sub-themes of the EU trio presidency of Ireland, Lithuania and Greece, namely: youth work quality and its role in social inclusion of young people; the situation of young NEETs (people currently "not in education, employment, or training") and youth entrepreneurship as a way to combat exclusion. Besides the informative, training, consultation and cultural moments that will be developed in the event, it is also intended the empowerment of the young participants on this European process. As unemployment is such an important issue to Young people, contributing to their social inclusion (or exclusion), a two days seminar will be dedicated to it, counting with the collaboration of the Economic and Social Council and addressing the problem mainly in the South European Countries. Besides a more formal part, in this seminar there will be several working groups that will be facilitated by the pool of trainers of Portuguese National Youth Council (CNJ), using non formal methodologies.The result of the seminar is expected to be recommendations to promote the social inclusion through youth employment. The capacity building event on social entrepreneurship will be an opportunity for young people to get in touch with social entrepreneurs and decision makers related with this area. It will be an opportunity to develop networking and get skills on how to develop social projects, and to empower our member organizations and other youth associations in the development of projects and initiatives in Social Entrepreneurship.Finally, the Seminar on Social Inclusion will be a moment to make a balance of the 2 phases of the 3rd cycle of Structured Dialogue, analyze its conclusions and compare them to the context of Portuguese young people. It will also be important for the consultation that will take place during the 3rd phase of this cycle. The key actors in this project are the CNJ, Ministry of Youth and Sports,Youth Institute, Oporto Municipality Council, Youth Foundation (OPorto), other Regional Authorities, as well as experts in the field of youth, employment, education and social inclusion. Parallel to that, there will be online questionnaires and National Working Group meetings that will all together contribute to the debate at the EU Youth Events and consequently to decision-making level at the European Council (in the foreseen resolution on youth at the end of the 3rd cycle). The project will have a website, giving all the information about the Structured Dialogue process and the activities/results developed at national and European level. The website will then complete all the recommendations and conclusions that result from inicitatives that will be developed in the course of this cycle of Structured Dialogue devoted to social inclusion. From this project activity proposals, training plans, and grup dynamics will come out, which could be used in future initiatives of structured dialogue, that involve youth, youth organizations, decision makers and experts. Non formal education methodologies will be used in all the meetings, ensuring there is an open debate and a learning component focused on the individual.The National Working Group will do an evaluation of the structured dialogue process and will promote the continuous debate in the near future, so that the youth policy making would result from the youth real needs. The Youth, Employment and Social Affairs Commissions of the CNJ will do the due monitoring of the process as well of its impact, promoting topic related debates, conferences and workshops.
