This project will establish standards in numeracy in line with CQAF priorities by improving the quality of adult education tutors, producing more effective resources & disseminating best practice. Most European countries lack a methodology that has proved successful with adults. A need exists to raise teacher competence in the development & adaptation of learning materials designed specifically for adults. Recent research shows that numeracy is considerably improved using a realistic & systematic methodology based on the needs of individual learners & their practical every day experiences. This project brings together existing best practice in materials development which uses this methodology to produce a sustainable, on-line, pan-European resource bank for tutors. It will redress the imbalance between literacy & numeracy. The outputs will include a web site in the major European languages with an easy tool for tutors to assess learner competence & to deliver appropriate e-learning materials at 5 levels categorised by practical learning tasks; another web tool for teachers to design their own new materials adapted & in their own language; a tutors handbook ; & within this dynamic web site a community forum to exchange best practice, share resources & provide expert advice. The first 4 levels lead to ISCED level 2. Level 5 is the bridge to ISCED level 3 & leads to further learning & the labour market. An International Numeracy Reference Framework will be the result. The project will work to secure acceptance for the numeracy standards developed from national agencies in partner countries. This web site with its arsenal of innovative & creative resources will bring down barriers which prevent progression & provide pathways into formal learning; will significantly impact on the quality of both teaching & learning of numeracy; will reduce the considerable social cost of innumeracy; & improve the social integration & active citizenship of disadvantaged adults .
