IMpulsando el Aprendizaje a lo Largo de la Vida en Euskadi
Date du début: 1 mars 2011,

The Basque Government is committed to the European Union strategies regarding Life Long Learning (LLL). It has therefore been working on its flagship programme, “Education and Training 2010” and henceforth the indicators established in the "ET 2020" strategy shall be its benchmark. The Education and Training indicators established by the Lisbon Treaty for 2010 have been followed year after year by the ISEI-IVEI (Basque Institute for Educational Evaluation and Research). Specifically, the latest figure published by the INE (Spanish Statistics Office) in 2008 regarding the percentage of people in the Basque Country, aged between 25 and 64, taking part in training activities was 13.5% (the highest of all the Autonomous Communities in the Spanish State). The Basque Country is likewise the benchmark in the Spanish State in the sphere of mobility, both within the Leonardo sub-programme and Erasmus programme (in 2009, 1,073 vocational training students completed a training period in another EU member state, which meant that there was mobility in over 10% of VT students).activities and 33% understand the meaning and importance of life long learning for themselves and for society as a whole. In terms of the “ET 2020” strategy objectives, the aim is for the Basque citizens to learn more about the LLL strategies that are implemented in Europe, the importance of the participation of the adult population in training activities, the relevance of the qualification level of the citizens of a region or a country, individually, regionally and in Europe. The results of the project will be:1.- an international conference where European experts will debate LLL strategies implemented in different European regions, giving priority to benchmark regions and countries in that area, such as Denmark, Finland and the UK: the adoption of key measures to be considered in any LLL coherent strategy, dissemination and communication strategies that boost the participation in LLL actions, recognition systems of non-formal apprenticeship and lifelong guidance systems . 2.- A second result will be a report on the conclusions of the conference and their reflection in the Life Long Learning Act to be submitted to the Basque Parliament for its approval in 2012. 3.- Finally, a new sociological study will be conducted regarding Basque citizen's perception of LLL in the last quarter of 2011. The impact of the project will affect all Basque citizens insofar as their change in perception of the importance of LLL and their pre-disposition to take part in training activities that will help them to increase their qualifications, but special importance will be paid to those groups in danger of social exclusion. Furthermore, the coordination and cooperation among the stakeholders involved in LLL (public administrations, social stakeholders, training providers, associations,…)
