Higher education student and staff mobility project

The foundation for NTNU’s international strategy for student mobility is the International Action Plan 2014-2017. The ambition is to integrate internationalization in all of NTNU's academic activities and student mobility plays a central role in this. In addition to being a major actor in attracting Erasmus students to Norway, NTNU also aims to send more students to Europe. Even though the number of students is not balanced, with more incoming than outgoing students, this is not necessarily posing a challenge. The incoming students contribute to creating an international community on campus, as well as an international classroom, which we believe will lead to more outgoing students in a long-term perspective. At NTNU, the overall goal is that at least 40% of the student population will have an exchange stay abroad. The Action Plan states that NTNU should actively take advantage of the instruments in Erasmus+ to support the European cooperation in education and that participation in Erasmus+ should be given priority. At the central level, the Office of International Relations has improved its cooperation with the international coordinators at the faculty level. Our focus has been the following: - highlighting English courses offered at partner universities in Europe - easy procedures for outgoing Erasmus students - flexible use of existing Erasmus agreements. However, we have encountered several challenges. Key information for outgoing students, such as course descriptions, allocation of ECTS and easy access to practical information, is often hard to find and the Office of International Relations therefore has to spend a lot of time assisting students with this. Unfortunately, we find that the Erasmus + programme itself has increased the administrative burden for both the institution and the student. The scholarship system, which is based on exact dates, detailed arrival and departure information, LAs, ToR, grant agreements and internal and external student reports, do not help to sell the programme as easy and non-bureaucratic. The Office of International Relations is continuously working to support the students with the different tasks related to the new procedures under Erasmus+. Our focus has been on digitalization of key documents, signatures and so on. Students still struggle with challenges and obstacles when it comes to the allocation of ECTS at partner institutions. Several universities work with an ECTS system that is based upon an unrealistic workload. In extreme cases, the Office of International Relations has to warn the student that the complement of 30 ECTS is unrealistic at a certain partner institution. This often leads to decreased mobility to these institutions. Close cooperation, preferably based upon personal contact, is of uppermost importance for the success of our mobility goals. With the majority of our central exchange partners, we have a flexible understanding of our bilateral agreements. Numbers, subject areas, deadlines and formalities are important, but the mobility as such should - if possible – be given priority. To make it easier for students to choose Europe we have asked the faculties to create packages with courses at selected institutions. These are evaluated in advance and this makes the process easier. This is an option for those students who are not willing to invest much energy in finding good replacements for required courses. In our discussions with faculties and students, we, the Office of Internationalization, highlight that it is our obligation to facilitate exchange possibilities for students. All study programmes should offer an exchange window. According to our experience, the majority of the students going abroad are at a more advanced level of their studies. This trend is supported by the structure of NTNU’s study programmes, as students are freer to specialize and build up a unique profile towards the end of their degree. Our strong focus on Erasmus+ for students and staff has given positive spinoff when it comes to project applications under the Erasmus programme. Today, NTNU presents itself as the most successful institution in Norway when it comes to the number of project applications.
