University of Maribor adopted its Internationalisation Strategy in 2013. It encompasses all three missions of the university: research, education and knowledge transfer (or so – called socially responsible sustainable university). One of the key activities for the realisation of the internationalisation strategy is mobility. Therefore, University of Maribor applied for Erasmus Charter for Higher Education and obtained it in 2014. Based on the principles set down in the Charter, University of Maribor develops and constantly improves services for students and staff for the improvement of quality of mobility.
In this aspect, University of Maribor started from the past positive experience from Erasmus LLP and during 2013/14 negotiated and entered new agreements for the Erasmus+ Programme. The prior goal was to enter one agreement with one institution from a programme country, and in this way, the number of agreements was reduced from over 1600 to less than 500, without lowering the number of partners. The aim of the integration of cooperation agreements was the better overview, possible adjustment and responsible and qualitative entering of cooperation. In the mid-term of the project, an analysis of the use of agreed mobility was made by the central office and it showed that 1/3 of all agreements were not realised at all. The rest of the agreements still does not show a well-balanced mobility flow. This is a challenge for the up-coming period.
Besides the objective of a better and more hand-on management of mobility, the main objectives of the project were the increase of the number of mobile students, the diversification of mobility in sense of destinations of outgoing and origin of international students, as well as the best possible recognition of achieved knowledge. In sense of internationalisation at home, the major goal was to increase the number of courses offered in English at University of Maribor. The main obstacle for that is the rigid legislation on the topic of teaching language, as well as the low density of international students on individual courses.
For the reaching of the mentioned goals, University of Maribor has undertaken fowling activities:
- periodical coordination and coaching meetings with department coordinators, usually before the call for applications and before the term of recognition of study achievements;
- promotional events at the departments in time of the call for applications;
- follow-up on students immediately after arrival abroad and before return, constant disposal of a staff member for queries by students;
- on-line application for easier procedure of application and transparency of work with students in the preparation, as well as central control over the processes on department level;
- additional application for additional funding to the call by the National Fund for Human Resource Development and Scholarships;
- transfer of means from support activities to support socially weak students;
- fostering practical placements to satisfy the increasing demand by students for practical training;
The immediate results of the described measures/activities were an increase of students with the aim for practical training. The services for students offered by University of Maribor have increased the number of incoming students by 20-30 per year.
In the framework of this project 279 mobility were carried out. More than 350 students and 115 staff took part in the mobility programme.
Unfortunately, the limited means prevented an increase of mobility for studies abroad, which is the biggest challenge for the future period, besides the problem of long-term staff mobility (sabbatical, etc.). The changes in the management have improved the level of supervision and coordination on the institutional level, as well as the competences of the departmental coordinators.
On the long-term, this kind of work will help to improve the ratio between the number of agreements and the realisation of mobility. Additionally, the quality of partnerships will be improved, as less partners will work better together in multiple fields. This also fosters inter-disciplinary mobility, which on the other hand raises a new challenge due to the different locations of the faculties of University of Maribor.
