Higher education student and staff mobility project

The Erasmus + project, Key Activity 1, is a fundamental component of the internationalization strategy of the University, which has the main goal of promoting and developing international partnerships that are founded on the following: the joint effort in offering training and study opportunities and in assuring quality of service; the mutual benefits for the institutions involved in terms of the learning and the development of long-lasting partnerships. Compared to the project proposal submitted, the mobility trends reflect our expectations. Mobility to and from France, Spain and Germany continues to be high as it represents the number of existing bilateral agreements with institutions in those countries. There is also a contrast from previous years which saw an increase in the numbers of traineeships compared to that for studies (which has required a reallocation of funds to support traineeships). This is assigned to two factors: an optimization of internal administrative procedures to strengthen partnerships with the labor market, and an increase in students’ interest in internship opportunities abroad. This result is certainly a positive development as it confirms the Erasmus Program as a means to reach the wider objectives of Europe 2020. With regard to the type and profile of the participants in the program, as indicated in the Erasmus Charter, the University is committed to facilitating access to groups currently under-represented such as students with special needs or from a low-income background. There will also be a renewed commitment in attracting skills and expertise related to the labor market in order to allow students who do not participate in a mobility experience to benefit from the knowledge of international guest lecturers and visiting professors from different academic and business environment. It seems equally important to strengthen the administrative and academic staff mobility with a better promotion of the initiative, and to facilitate administrative procedures for access, even in light of the numbers registered for the two activities in question in the project. The importance of these activities is mirrored by the Strategic Plan that the university developed in November 2014, which will be effectively launched in January 2016. It is therefore essential to promote academic collaborations between partner universities as a possible driver for the creation of partnerships or consortia that share common research interests. These institutional collaborations may also contribute to the development and improvement of skills of the academic staff through knowledge sharing between the individuals involved in mobility, as well as the skills of the administrative staff through an exchange of expertise and best practices by way of shadowing programs and joint training. The project also presented some challenges in its implementation to which the University has been able to respond adequately. First of all, the University suffers from a limited number of English-speaking destinations within the Erasmus network currently in place. UCSC has therefore developed a network of partnerships with other institutions outside Europe (US, Australia, Canada), which have enabled the University to meet student demand for this type of destinations. From the point of view of the agreements with partners, some destinations for outgoing mobility were not promoted and included in the call for applications since the time of release of the renewed Erasmus Charter did not allow sufficient turn-around time to renew all the network destinations needed to satisfy student demand. In regard to the financial management of the project, we experienced a delay in the release of funds after the approval of the project, and the University therefore had to anticipate parts of the fund in order to cover the first part of the Financial grant expected for student mobility. This allowed students to comply with the contractual deadlines as established for their mobility period. The project is also a means to promote new collaboration initiatives with partners such as Double Degree programs, as already states in the Erasmus Charter. It also facilitates stronger partnerships thanks to the development of new research topics and joint-teaching activities. The University therefore intends to continue to promote active partnerships and expand its network of partnerships with the objective of improving participation in the Erasmus+ Program.
