Higher education student and staff mobility project

The top priorities for the project “Learning Mobility of Individuals 2014/2015” were determined before the start of the project in accordance with the Erasmus Policy Statement and the Institutional Development Plan. The main objectives were further developing the quality of the institutional implementation of the Erasmus+ programme and increasing incoming and outgoing mobility of both students and staff. Based on the experiences of the first academic year of the integrated university (the institution has been operating since 1 January 2012 in its current form) we introduced several measures in order to improve the implementation of the program. First of all, the application procedure for outgoing mobility was revised, procedures were harmonised and rationalised between the previously individual faculties, common evaluation criteria was developed and a new online application procedure was introduced, ceasing the paper based procedure. Secondly, a higher emphasis was put on raising awareness of the Erasmus+ programme among students and staff members as well. To facilitate the students’ participation, rules and regulations regarding credit transfer were revised. On the third place, we introduced measures to attract more incoming students. The course catalogue was updated and courses were categorized into 30+ ECTS packages (modules). The module system was first applied in the autumn semester of 2014/2015. We have set up a student mentoring system in 2014, which became an official ESN Section in the beginning of 2015. Regarding outgoing student mobility, obtaining funding for student placement was a significant improvement since this type of mobility was not available in 2013/2014. Student placement is a specific issue at NUPS given the institution’s special fields of education. Police officers and disaster management officers have to get approval from the respective national agencies to conduct international mobility activities, while military officers are only allowed to perform study mobility. Therefore, the main target group of traineeship were students enrolled into degree programmes in public administration, international administration or security and defence policy. In order to ensure that our students gain relevant experience during their internship, NUPS established contact with non-profit organisations and public entities with a related profile, whereas the representations of Hungary abroad are accepting the most of our students. Concerning staff mobility, our aim was to extend the pool of staff members participating in the programme and to raise the new and junior colleagues’ attention to the opportunities offered by the programme. Consequently, the number of applications increased by 30% while the ratio of administrative staff members realizing mobility programmes within the total number of outgoing staff mobility has also increased. Project duration and budgeting NUPS initially applied for a 16-month-long project, however due to the following reasons the project was prolonged and became a 24-month-long project. One of the reasons was that NUPS successfully applied for extra funding to satisfy the emerging need for funding staff mobilities. The extra funding was difficult to spend since staff mobility programmes could not be implemented during the summer vacation. Furthermore, in several partner institutions, the semester starts late September or in October that hindered the implementation of the project (as the deadline for teaching mobility was the end of September 2015 initially). Another reason was the set of difficulties regarding the organisation of student placements. First of all, the Ministry of Foreign Affairs had to implement changes in their internal regulation concerning traineeships at the representations of Hungary abroad, in order to comply with the requirements of the Erasmus+ programme, which procedure took several months. Another issue was the special procedure required for accepting interns, including national security clearance and arrangements done by the receiving representations. In some cases, it took 3 to 5 months to finalise the dates of the internship. Referring to these reasons our project was prolonged to ensure the most optimal use of financial resources. By the end of the project the total budget was spent, therefore there was no need for reimbursement.
