Higher education Online: MOOCs the European Way

MOOCs (Massive Open Online Courses) are a new approach to lifelong learning which provides free access to selected courses and some services for very large audiences. MOOCs now are accepted as part of LLL provisions opening up HE, improving access to HE and responding to the needs and interests of people. However, it needs to be recognised that, to date, most investment in OER and in MOOCS has taken place outside Europe. The European answer to the exponential growth of MOOCs in the US has been slow and fragmented. The partners in HOME want to collaborate on the development of a European alternative to the current MOOCs. The background is the in-depth experience of the partners in high quality online distance education. The partners recognise the critical importance of developing common MOOC models that reflect their well-established and tested learner-centred approach. This brand of MOOCs will be based on European values like openness, equity, quality, and diversity. They will also reflect the multicultural aspects of European society such as language and culture. HOME wants to develop and strengthen an open network for European cooperation on MOOCs. The HOME project will reach out to all universities and professional bodies in stimulating and facilitating the uptake of MOOCs as part of the modernisation of HE in Europe. With HOME we want to 1) determine the opportunities and characteristics for European cooperation on MOOCs; 2) explicate and develop the didactic and pedagogic models for MOOCs on a European scale; 3) develop the conditions for shared educational services; 4) develop sustainable business models for joint efforts on European MOOCs; 5) build up a sustainable open knowledge network for these types of MOOCs; 6) initiate activities in different learning communities to enhance European-wide competence development on main topics related to developing and offering of MOOCs; 7) create guidelines and the policy incentives for an open network in MOOC supplies.
