HEI-ON – Higher Education Institutions Online for ECTS

As a credit transfer mechanism, ECTS is now the common instrument in use in the European Higher Education Area. ECTS has been integrated into the legal systems of the EU Member States and a considerable number of states beyond, providing the means to enable the full academic recognition of studies taken abroad by students in higher education. Yet the technical implementation of ECTS in the student mobility context still faces serious difficulties, notably in terms of the administrative workload it involves for administrative staff, students and academic staff in HEIs. This consortium believes that it is largely because of the paper-based administrative workload involved that many ECTS Learning Agreements (LA) are simply left unchanged when changes are required, unsigned when signatures are necessary and unchecked for detail, when course unit codes ECTS and credits need to be checked by students and staff at various stages of the process. The percentage of student exchanges that take place without a correctly prepared ECTS Learning Agreement before the study period abroad, or changed during the study period abroad, is unknown. Yet few HEIs in Europe are ready to apply for the ECTS Label and many have been unsuccessful in their attempts. This bears witness to the fact that the number of HEIs truly employing the ECTS tools correctly is very small indeed. This Network has therefore brought together a number of European HEIs that hold the ECTS Label to address an important part of the problem, by designing, developing and testing a prototype online tool, intended for the use of any HEI that wishes, which will simplify and facilitate the development and dispatch of ECTS Learning Agreements in an online environment that facilitates communication between the various stakeholders and users of the ECTS tools and helps overcome the "burden" of the ECTS Learning Agreement for students and staff alike.
