Guidance for Low Skilled Workers in Vulnerable Employments

As Europe's knowledge economy develops, the issue of continued participation formany low-skilled workers represents a significant challenge. In reality, many of thepeople who need up-skilling most are excluded from lifelong learning and unacquaintedwith the opportunities that exist to acquire and develop required skills. The globaleconomy has largely made extinct the notion of a "job for life" or a "skill for life". Theemphasis now is on employability and adaptability with lifelong learning at its core.The traditional guidance service offering, which caters well for the majority of users,enjoys little success in attracting specific target groups most in need of support.Advances in, and convergence of, technology has brought about a range of widelyaccessiblelearning tools and environments which present an opportunity to re-assessguidance services, pedagogical approaches and tools.The project aims to address this situation by:• Developing a new pedagogical approach for the provision of guidance services tospecific named target groups (low-skilled workers and those in vulnerable employments)• Producing a range of multi-media, multi-platform guidance tools - web, TV, phone,textbook, ¡Pod, etc• Developing a peer guidance framework with necessary support structure• Developing engagement strategies appropriate to the target group• Enlisting appropriate key stakeholders - employers, trade unions, etc• Developing "career road-maps" to clearly establish the link between guidance, trainingand professional developmentIn the Information Society it is almost irrelevant to focus on one’s past dispositiontowards learning - it is one’s present disposition towards continuous learning that countsmost. As lifelong learning is the key to the modern era it is more important to start todaythan reflect on why you didn't start 5 years ago. The Information Society and KnowledgeEconomy are very forgiving in that the most sought-after skill-sets are the latest skillsets.Start learning today, and playing “catch-up” in the modern era can be a relativelyshort process. This is the philosophy that underpins this project.The key to prosperity in a more competitive world is to unlock the talents of each andevery citizen. The key to evenly spread prosperity is to ensure that we strengthen theposition of those most vulnerable to change. This project specifically addresses thisissue.Any intervention that facilitates access to lifelong learning for marginalised groups hassignificant impact potential. This project will realise that impact in the four participatingMember States. The tools developed will be available in all partner languages.
