Growing Levels of Employability/Entrepreneurship in Agriculture for NEETs

The huge increase of the unemployment rate for youth in the most recent years has also had a relevant impact on the percentage of NEET in Europe. The report about NEETs realized by Eurofound in 2012 stated that in 2008, 11% of 15–24-year-olds and 17% of 25–29-year-olds were NEETs. By 2011 these rates had increased to 13% and 20% respectively. There are currently 14 million young people not in employment, education or training (NEETs) in Europe, costing an a huge amount in economic loss to society, and increasingly threatening the future of an entire generation. The term NEET describes young people who are not engaged in any form of employment, education or training, and has come into the policy debate in recent years. Those with low levels of education are three times more likely to be NEET than those with third-level education. The risk is 70% higher for young people from an immigration background than nationals while having a disability or health issue is also a strong risk factor. The GLEAN project address NEETs and disadvantaged people by means of a programme in agriculture. Agricultural sector in facts has a huge potential for employability, and previous experiences highlight the added value of agriculture work for disadvantaged people, particularly through social farming. Beside rehabilitation and therapy, that prevails in many social farms, the social role of agriculture for inclusion of young people should be better exploited. Previous projects and initiatives – in particular addressed to urban agriculture – found out that working outside, working with peers, caring of plants and animals, and accepting the pace of nature, lead to an improved self-esteem and self-confidence, that is often lacking in unemployed people, and develop soft skills such as self-management and personal responsibility, problem solving, teamwork and communication skills. GLEAN therefore proposes the design and development, as well as the implementation, of a training programme based on learning on the job in agricultural field, addressed to disadvantaged young people, such as NEETs and long-term unemployed young people. Results expected during the project are: - an update state of the art of the practices fostering employability and entrepreneurship skills in NEET and disadvantaged young people; - the NEET Employability/Entrepreneurship Programme (NEEP), a transversal learning programme aimed at fostering acquisition of technical and soft skills in an European perspective; - 3 learning pathways activated in 3 countries in Europe that are greatly affected by the NEETs issue, namely Italy, Greece and Spain; - guidelines and recommendations for the adoption of the programme by further Institutions; - at least 50% of the involved youth employed within 3 months after the project ending.
