The project "Go, go, NGO!" lasted 14 months starting on 16 March 2015. It is an international project, with international partnerthat comes from Romania - Gorj County Museum. The project included around sixty participants who through 6 meetings dealt with issues related to the structured dialogue with young people: support to the associations by local government units; motivation of young people to get involved in social life; and uniqueness of cultural associations. Initial state (before project start) on these subjects was not satisfactory: support to organizations by the local government units was low and was not transparent; units of local governments didn't established youth advisory boards, youth were not motivated to get involved in the social life of the community. Participants of the project are mainly members of the cultural association, ie, members of cultural societies from Belec and the surrounding local governments (all of Krapina-Zagorje County). Equally, with them also participated decision makers, leaders of LGUs from which cultural associations come: a total of 5 units of local government and 5 culture associations from Krapina-Zagorje County. One of the meetings took place in Opatija where City of Opatija; Youth Council of the City of Opatija and Folklore ensemble "Zora" participated as good examples of the implementation of a structured dialogue in practice in order to educate young people and decision-makers from the Krapina-Zagorje County on the functioning of youth councils in Opatija, support organizations in the City of Opatija and similar.
On the project, methodology was applied to increase the level of structured dialogue (methodology was especially designed for project purposes). The methodology is based on the Deming cycle (Plan-Do-Check-Act) and the BSC (Balanced Scorecard). Young people and decision-makers have learned about methods for analyzing problems and defining goals (method: problem tree and SWOT analysis), creating alternatives for achieving the objectives (methods: brainstorming, forming a strategy based on identified SWOT elements, focus groups) and the methods applied the problems that are at the center of the project. After that, participants were learning about alternative evaluation methods (methods: cost-benefit analysis, scenario analysis) where for each alternative all resources needed for the implementation of alternative as well as benefits (that the implementation can achieve) were identified. Then the decision-makers of LGUs choose those activities (between all generated) that can be implemented during the project in practice. These alternatives were implemented in practice, and the implementation and evaluation of the implementation are documented. Some LGUs announced a tender and public calls for youth council members, public tender for financing NGOs on the basis of transparent criteria, introduced the Open Door Days in JLS and Day of associations in its LGU, introduced the practice of public debates on issues of public interest, opened profile on social networks, chose children mayors etc.
International partner organization at all times followed, teach and evaluated the activities carried out on the project, stating the practice of the topics of the project in Romania. A similar role was played by the Opatija participants as examples of good practices on these topics in Croatia.
Considering that the project was carried out by cultural organizations, meetings on the project were filled with the artistic program at almost every meeting. We especially emphasize the culture program "Fa Zora, KUD Belec and friends", which was held in Opatija in August.
Long-term results of the project are related to the practices adopted in the LGU and the activities that they have begun applied together with associations. First of all, the way of thinking about these issues is changed, because so far it was mostly superficial, and through meetings and workshops, and direct discussion of youth and decision-makers showed the underlying problems that were not solved so far. Some of these problems are solved and some are not. We can say that if the activities that have been agreed on a project will be implement continuously, structured dialogue level would be far better in the long term compared to the situation before. Also, the motivation of young people undoubtedly grow in such circumstances which is important for the future of these small towns and places.
