Fostering Free Software Usage in the Baltic States

The main problem to be tackled was unavailability of updated and easily usable training course on free software (hereinafter – FSW) and lack of information on the usage and opportunities. FSW has rapidly developed over last years and currently offers at least as many and as good opportunities as commercial software. It can be used for doing business and entertainment and at the same time it helps reducing expenses. Using open standards ensures complete financial independence from SW producers which is especially important in the context of financial crisis. Project aimed at improving ICT education in the Baltic States by developing innovative solution for learning alternative SW, improving compliance of ICT education to employers’ needs and to make ICT education easily available for those in need: students, unemployed, lifelong learners, people with special needs. The project implementation consortium was composed of institutions and companies highly specialized in using, promoting, teaching and developing ICT and FSW programmes.Tangible and intangible outcomes: the main project outcome is education programme on FSW which is compliant with the International standard for ICT education (ECDL – European Computer Driving License), it includes also education material about graphic editor GIMP usage and education material about e-learning course development on Learning Management System Moodle. An interactive e-learning platform/course with video-training was developed to make sure that any interested people can easily master the programme and prepare for the ECDL exams by self-learning. Pilot-trainings of teachers and staff of VET institution in Latvia were held and training of teachers, students and unemployed people were held in all Baltic countries. Online training of teachers, students, unemployed people and people with special needs with support of trainer was held in Latvia.
