Family Health Nursing in European Communities

As part of the HEALTH21 health policy framework, the World Health Organization (WHO) Europe Office introduced the Family Health Nurse (FHN) to support families at times of illness and dealing with chronic conditions. Support would be provided in the family home offering early interventions and treatment options, advice, signposting, public health care and support with social issues (WHO, 2000a). The WHO (1998) outlined that the FHN would be a significant asset in areas where there was a lack of access to underserved and poorer communities. In 2000, the WHO published The Family Health Nurse: Context, Conceptual Framework and Definitive Curriculum. Since then there has been significant but varied development and progress in FHN.The findings of a FHN pilot in Scotland indicated that the FHN is useful in remote or rural areas and that European consensus on practice and academic endeavour is required.AimTo develop shared academic and practice based programmes to prepare FHN in Europe based on agreed scope of practice, essential knowledge base, and clinical competence across partner countries.Specific objectives:• To develop a definition for FHN based on a systematic review of FHN and current practice across partner countries• To clarify competency and capability requirements for FHN working in communities including establishment of inter-country consensus on academic level• To review available education/training in partner countries• To develop module materials suitable for delivery at undergraduate and postgraduate levels in a range of European languages • To develop an evaluation framework including a minimum data set (e.g. key demographic drivers, health challenges)Outcomes• A shared understanding of the role of the FHN incorporating required competencies, capabilities and training needs • Development of module materials suitable for delivery in partner countries • Identification of an appropriate baseline minimum dataset to facilitate evaluation
