The project is about to introduce a new IT model and content service through the television, that gets to those target groups that use the internet and info-communicational devices in a small rate. Within the project, after the survey, based on joint methodology, the development of local, IT based public services, and the professional and structural development of the system’s operation, the training of target group begin by the selection of the territory to be improved. The training is done through library, public educational, and telecommunication house system. In the pilot program to be implemented within the project, there will be opportunity in 200-200 households on both sides of the border to publicise local, micro-regional digital contents in their own home through televisions. The general objective of the project is development of digital literacy with joint community access programme. The primary target group of the project is the population of Homokhát micro-region and Nagyvárad, as a total of 232.763 people. There is the representative survey (pre and post assessment) done among them. The concept will be developed by using the results, which is objected to improve the competences of people above the age of 35 (segmented by age groups) having few digital skills as a pilot project. The partners involve primarily those 200-200 people in the project who have televisions and cables and are averse from IT, internet or do not use it referring to the lack of time. After the wide range information done in more channels, the counterparties participate in trainings, and after the try of demonstrational rooms they undertake to participate in the implementation of the sample project, they take part in the further development by their suggestions. There is local digital content service done through the system within the project. The main specific activities of the project are: preparation of IT model program; creation of model programme's conditions; IT training, preparation of target group; setup and implementation of pilot programme; evaluation of the model programme.Among project results: 2 free access public point, 400 free access point in cross-border information system, content of 2 local public e-services.
