Expansion of the speech-to-text reporter training in Austria and Slovakia through e-learning in order to support hearing impaired persons
Hearing impaired persons are substantially discriminated against on the labour market and in public. With the help of speech-to-text reporters they can follow a conversation. Speech-to-text reporters simultaneously convey the spoken word into text by using a computer and the hearing-impaired persons read it. The clear need of approx. 680,000 hearing impaired persons in Germany, Austria and Slovakia was diametrically compared with the fact that there were no trained speech-to-text reporters in Austria and in Slovakia and only a few in Germany. Therefore, the speech-to-text reporter training, which was developed by the German association for hearing impaired persons, was transferred to Austria and to Slovakia in the project with the help of the e-learning/Blended Learning approach. This way the discrimination of hearing impaired persons on the labour market and in public was reduced and their inclusion reinforced; their mobility and flexibility on the European labour market was reinforced. The know-how transfer had generated sustainable effects, because Austria and Slovakia served as bridgeheads for the further expansion in Europe and the multi-language e-learning platform is also available after the project. Besides the German association for hearing impaired persons, the central lobby for hearing impaired persons in Germany, which makes its product “speech-to-text reporter training” available for the transfer, the consortium consisted of the Austrian association for hearing impaired persons and the Slovakian service provider VSE, a.s. Kosice, which were involved as know-how transferring party as well as the German personnel and organisation development company büscher kuntscher piorr (bkp) GbR, which besides the project management and the administration was setting-up the e-learning platform. An independent specialist advisory board and the Slovakian association for hearing impaired persons supported the project. Through the know-how transfer the Austrian and Slovakian organisations are placed in the position to train teachers and speech-to-text reporters who support the hearing impaired persons. i.e. the transfer product is the speech-to-text reporter training, the transfer method the e-learning /blended learning approach. Through a business model for the matching of hearing impaired persons and speech-to-text reporters the practical phase following the training was supported for the speech-to-text reporters and therefore the benefit of the project directly conveyed to the primary target group impaired hearing persons. In the end the substantial discrimination of hearing impaired persons on the labour market and in public was thus be reduced.
