European Work Based Learning approaches and methodologies for VET Staff to prevent Early School Leaving by designing Flexible and Tailor-made Learning Plans

The project VU-BI-ELLE is inspired by the recent reorganization of the second cycle of the Italian secondary school, which recognizes to the School and Work Alternation activities a key role in facilitating the entry into the job market of learners and responds, in particular, to a specific need of training and professional development for the staff that is dedicated to tutoring as part of the School and Work Alternation and Work Based Learning (WBL) paths, with the aim of offering them methodologies and European instruments for the broader design of flexible learning paths and personal learning plans for learners and for the evaluation of these paths, bringing the school to the world of work by promoting a dialogue between the two systems. In order to strengthen the motivation of learners and prevent Early School Leaving (ESL) the EU strongly fosters, in fact, the possibility of offering them the opportunity to have new flexible approaches based on Personal Learning Plans (PLPs) designed by VET staff (TEACHERS, TRAINERS, TUTORS) in collaboration with enterprises and the world of work. The tutor has, therefore, a crucial role, since he integrates the curriculum with skills that can be effectively developed within the enterprises and promotes their assessment, certification and validation in a European context and, therefore, in a framework of ECVET implementation.
The project therefore aims to achieve the following objectives:
1) Develop flexible pathways linking the VET curriculum of formal education to the School and Work Alternation and the WBL carried out also in a European context;
2) Improve the training offer proposed by the schools to learners, enhancing personal developments and building projects of professional life;
3) Enrich the learning acquired at school level by the learners with the acquisition of professional skills to facilitate their entry into the labor market;
4) Promote the implementation of the ECVET tools and procedures to recognize and transfer the competences acquired in formal, non-formal and informal learning;
5) Strengthen a NA and a EU network of VET schools, VET providers, public bodies, companies, associations and social partners, to foster their active participation to the School and Work Alternation and WBL paths.
VU-BI-ELLE provides training courses according to the three different envisaged target groups:
a) PATH FOR SCHOOL TUTORS, lasting two weeks / 80 hours (a flow of 20 participants for each of the hosting countries, for a total of 120 participants). The contents of the training will include multimedia teaching; communication; the role of the school tutor; the relationship between the school and the company; the design and evaluation of flexible paths of Alternation / WBL.
b) PATH FOR ENTERPRISES TUTORS, lasting 1 week / 40 hours (a single flow of 10 participants to MT). The training will include collaboration with the school in terms of defining the Alternation / WBL project; role; monitoring and evaluation of the learners’ paths, even in a mobility context.
c) PATH FOR NETWORK TUTORS, lasting 1 week / 40 hours (a single flow of 10 participants to ES). This path will be for the staff who comes from the world of vocational training and the third sector, which for years collaborated with schools in the management of projects for the construction of pathways and vocational qualifications, and who acts as a liaison between the school and the local context. The training will include collaboration with the school and the company in terms of defining the Alternation / WBL project; role; monitoring and evaluation of the learners’ paths.
The partner organizations of the Consortium are all active in VET and are in direct contact with the target groups of the project. Therefore, in the long term, the project results will bring their obvious advantages, since they can be easily integrated into their daily work activities and training, improving the quality of VET. The innovative and flexible approach will undoubtedly increase the reputation of the partner organizations, having, these, the possibility to offer more attractive and flexible vocational education and training paths and in line with the expectations and needs of learners. The partners of the consortium will also benefit from an increased capacity and professionalism gained throughout Europe; at NA level other organizations / schools that pursue similar objectives of School and Work Alternation and flexible pathways of WBL will benefit indirectly from the project, since they will need to certify Alternation and WBL paths in the learners’ Curriculum.
