European Strategy for Multicultural Education

The aim of the project is to initiate an EU-wide upgrade of local public libraries into LocalMulticultural Educational centres (LMECs) with a European perspective.EU-wide, local public libraries are usually run by municipalities. They have a similarsetup, comparable structure and the common goal of serving the local community aseasily-accessible places of learning and communication. However they usually onlyrepresent the majority culture on a symbolic level, and are also used in that vein i.e., bymembers of the majority culture.By upgrading local public libraries into Local Multicultural Educational Centres, thesymbolic cultural capital of the local migrant population will become an integral part oflocal public libraries. By serving the community as a whole, the libraries will beenhanced into local contact points for implementing common European integrationstrategies.In order to reach this goal, the project partners will develop a standardised manual forthe upgrade of local public libraries into Local Multicultural Educational Centres. Thepilot project will include four libraries in four different European regions (AT, SE, DE, andCZ).A central focus will be the introduction of Advisory Boards for Multiculturalism (ABMs).The ABMs will consist of the librarians and specific qualified members of local ethnicminorities. The latter will have the task of being 'cultural facilitators' between a culturalinstitution of the majority society and cultural capital and the practical needs of the localmigrant population. In this process the librarians 'as employees of an adult educationalsystem' will improve their intercultural competence.The project partners will develop standards and guidelines for the setup and working ofthe ABMs and will assist them during the pilot phase. They will be responsible for qualityassurance and support the libraries in the dissemination of results during the pilotphase. The long-term impact will be guaranteed by the joint production of astandardised manual which will serve as a valuable resource for the implementation ofLMECs throughout Europe beyond the project's lifetime.
