European Internship Project of the Federal Police

The Federal Police is the second lagest police force in Gemany with about 41,000 employees. Next to the national scope of duties it also carries out various international projects and is therefore globally connected and worldwide active.Every day thousands of police officers work within intercultural and international contexts. The international ties to social and political level make it necessary that the federal police continuously develops. Both the self-awareness within the police and the expectations of citizens demand for a community police, which is characterised by citizen orientation and citizen understanding.Thus, there is a need to strengthen the intercultural competence of the officials. These challenges were recognized to the effect that European and intercultural aspects are already taught theoretically in training. However, because of the narrow training curriculum the students have no opportunity for gaining practical experience in international cooperation. With this project, the young police officers will be given the possibility to gain this practical experience abroad following their completion of training.64 mobilities are planned in the form of job shadowing, whereby the graduates of training will be integrated into the partner police authorities for two weeks. There, they will perform the daily service without exercising executive powers. The participants will be selected for this purpose by the branches of the Federal Police in a decentralized but fair procedure .20 more mobilities are planned for study visits of education and training staff to the partner authorities. During these meetings an essential goal is to identify intersecting tasks and duties of the partner authorities home and abroad and to develop a curriculum for the internships. Both mobilities serve the cooperation of European police forces and the networking of services among themselves. They promote the development of key competences in the participating police offices by allowing them to collect practical experience at an early stage of their professional career. The participants will get to know the local procedures and practices. They will learn to have confidence in the work of other European border authorities and get to know different approaches to similar problems. A view of various possible solutions will be given and an understanding of methods learned, which may differ from the German practices. The participant will be empowered to respond openly to new challenges. In the long term, the result strengthens a network of European police offices who provide the citizens within the EU more security and freedom. Crime, in particular cross-border crime may be answered more quickly and effectively.The long term goal is also the implementation of internships abroad during training for law enforcement officials of the Federal Police Germany.
