European Expert for Fire Prevention in Building Stocks

In construction industry there are requirements which are demanding for the fire prevention of buildings. While new buildings have requirements based on the use of the building and which are required and controlled by the building supervisors, the preventive and in-built fire prevention of older buildings, due to stricter regulations during the last decades, is often on a different level. Fire experiences show that nearly all building fires happen due to negligent user behaviour, damaged equipment and installations or arson. The course of fire is mainly depending on:· Kind and amount of mobile fire items (furniture, domestic textiles)· Ventilation conditions in the room (oxygen supply)· Amount of immobile fire items (building items)The level of flammability of building material its substance is for the formation of a fire not the deciding factor. But in general the older a building gets the less calculable. A course of fire is: · Fire sections are changed through renovation and new use of buildings· Outdated installations are a cause of fire· The increasing need to upgrade the substance of old buildings, demands new, well planned, fire preventive shafts and includes further fire risks from electric installations· The inclusion of mobile fire items as well as dust- and dirt segments are increasing.Across Europe the building activities are developing towards existing construction buildings.The demands for Preventive fire protection in existing buildings considerably differ from the reasonable demands for a new building. The fire risk can be reduced considerably by constructional and technical measures, which can, however, cause high costs. Expert knowledge helps to apply useful measures at costs which are justified and reasonable. But the training of the planner the fire prevention planning is dominated - if at all existing - on the basis of new buildings. A substantial demand for educatioin and training in fire prevention has been recognized in the last years. There is the lack of a platform for the exchange of information and experiences as well as training for building experts that plan and build-in fire prevention in the building substance.The aim of the project is the implementation of an internet-based information platform that offers a certified training for experts in preventive fire protection and that covers the whole European Union. The information platform is to be established by an interdisciplinary working group consisting of members of fire brigades, fire prevention planners and fire experts.
