Euroopa Maja 2016" ("Europe House 2016") aims to develop 21st century skills and civic skills among young people aged 15-19. These skills are important to their employability and to civic life in general. The method for developing these skills is the Model European Parliament, which the Estonian Europe House Association has organised since 2004. Seven major events will take place: two Estonian national MEP sessions (120 participants each from across the country), three local sessions (60 participants from surrounding counties) in Tallinn, Ida-Virumaa and Viljandi and two Russian-language sessions in Tallinn and ida-Virumaa (60 participants in both).MEP is a simulation of the European Parliament that has taken place in Europe since 1994. Young people will play the roles of members of the European Parliament. They have the opportunity to choose between four to eight discussion topics and to participate in an according committee. The discussions will be chaired by former MEP participants, most of whom will have had participated in an international or Baltic Sea Regional Model European Parliament session. During the MEP session participants will meet with a decision-maker in a discussion about the given topic. The topics are generally Europe-centered, but local issues will be discussed during the local sessions.The desired effect of the project will to some extent be immediately achieved during the event, when young people will get to improve their social and civic skills. The long-term effect is their future participation in society. In the mid-term, this could mean participation in some of the forms of youth participation available in Estonia. The latter goal can be quantitatively measured by the deadline for submitting the final report.
